CBI sleuths questioned A Raja day २ Radia tape
Former Telecom Minister A Raja was on Saturday questioned for the second time in a row for his alleged involvement in allocation of 2G spectrum in 2007-08 even as the agency roped in Enforcement Directorate officials in the case.A Letters Rogatory (LR) would also be sent to as many as three countries including Singapore by the CBI to know about the financial trail in the 2G scam as the agency has alleged that some of the kins of the former minister were associated with the case.
Raja was asked to clarify some contents in certain documents, seized by the agency during its raids on Department of Telecom offices in October last year after registering a case against unknown officers of DoT and telecom companies.Today's questioning by CBI sleuths also focused on the tapped conversation of Raja with corporate lobbyist Niira Radia.Raja left CBI office around 3.45 pm after the questioning. NDA Anti-Corruption Rally on 2G spectrum scam
National Democratic Alliance (NDA) start its anti-corruption rally against UPA on Wednesday, Dec 22 at Ram Lila Maidan in Delhi and follow in eight other states:
The corruption campaign aimed to keep the pressure on UPA, which is dwindled by the continuous corruption scams.NDA convenor Sharad Yadav said “JPC means sky is the limit while PAC has limited powers.JPC is a sort of mini-Parliament which is the only instrument left to deal with the issue of corruption. I still want Congress to give up its adamant attitude. It is not good,” Mr. Yadav said addressing a press conference here. He Claimed that even Congress allies are in support of JPC, he said that a JPC this time would be a “balanced” affair as government does not have a majority in Rajya Sabha.

India and Russian trade $20 billion by 2015.

The External Affairs Ministry said the two sides will also look at ways to expand cooperation in the field of hydrocarbons.
On Tuesday, Medvedev will hold talks with Prime Minister Singh on a range of bilateral and regional matters, including situation in Afghanistan and Pakistan, apart from global issues."The two countries have a similar perspective on the terrorism issue.India and Russia are also the members of the G-20 and work closely for reforms in international financial system," Prakash said.Asked if the agreement on the FGFA was going to be signed during the visit, Prakash said, "That is a long term project of advance manufacturing and it will have a number of milestones in it and we don't know whether one or two of them will be achieved during the meeting here."
Under the deal for the FGFA, likely to be worth over USD 30 billion, India is planning to co-develop and build an advanced fighter aircraft which will be similar or more advanced than the American F/A-22 Raptor. The stealth fighter is currently being developed in Russia and the prototype flew for the first time earlier this year.
Asked to comment on the issues raised by the Russians on the issue of liability clause in the nuclear deal, the spokesperson said the two sides had signed a framework agreement for nuclear cooperation during Prime Minister Vladimir Putin's visit in March this year.
"We see the current conversation for Kudankulam 3 and 4 (in Tamil Nadu)and as part of the process. This is purely a technical discussion between both sides and includes whole range of things including cost and liability and we hope that we will reach a resolution to all these issues," he said.The biggest joint projects today are the construction of the Kudankulam nuclear power plant in southern India and the exploration of the Sakhalin-1 oil and gas field with the participation of India's ONGC state-run corporation.
On Wednesday, the Russian President will go to Agra and also to Mumbai where he will visit IIT, Powai and the Film City to have a feel of the Bollywood industry.

(PTI) Congress today amended its constitution to extend its party president's term to five years from the current three years.An amendment to this effect was passed at the 83rd Congress plenary which began in Burari on the fringes of the national capital.The resolution was moved by senior leader Oscar Fernandes and approved by other party leaders, including Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee, Defence Minister A K Antony and party general secretary Rahul Gandhi, senior ministers and scores of party leaders gathered here.The amendment comes at a time when Sonia Gandhi is serving as Congress president for the fourth straight term the longest-serving chief of the 125-year-old party.Another key amendment pertained to meeting of the AICC at least once every year.Earlier, the party constitution mandated that AICC should meet "not less than twice" every year.
The Delhi Plenary is the first such meet of the party after it came to power for the second time along with other UPA partners in the Lok Sabha elections last year. The plenary also marks the completion of the 125 years of Congress, which is the oldest political party in the country.The election for the party president's post with this amendment to be held after every five years instead after every three years.

Wen critical of Indian media
Chinese Premier Wen Jiabao was on Friday sharply critical of the Indian media, saying it was causing "damage" to bilateral ties.Winding up his three-day visit in New Delhi, Wen told a group of editors and scholars before emplaning for Pakistan that he understood that the press in India had freedom but it should play a role in promoting friendship.Wen said that in his eight years as Premier he had given only one interview to a departing foreign journalist, who was from India (PTI).
Answering questions, the Chinese Premier said it was undeniable that in the long history between the two countries there was "a page of twists and turns", an apparent reference to the 1962 Sino-Indian war.But that was a "short page" and it was time the two countries "turned over that page", he emphasised.
Both India and China had gone through "a lot of history" and surmounted "a lot of difficulties". Both had great ethnic, cultural and religious diversities and therefore both have to be "inclusive societies".
Pointing out that India and China had jointly initiated the five principles of peaceful co-existence; Wen said that at the core of these principles was respect for each other. Citing the Indian media's coverage of the situation on the Sino-Indian border, the Chinese leader said that "not a single shot had been fired" nor had there been any "exchanges in border areas" between the troops.Still, the boundary question has "repeatedly been sensationalised" by the media after which leaders of the two countries have had to "repair the damage and harm", he said.His advice to the media was that it should play a more active role in enhancing friendship. "A good neighbour is a blessing. We must be good neighbours," Wen emphasised.

China on Monday said Sino-India relations were "very fragile" requiring special care, to which India responded by affirming that its approach was "very rational".
Wen lands in New Delhi on Wednesday along with a biggest ever delegation of 400 businessmen, senior ministers and officials for the three-day visit which Beijing has described as a "big event."The Chinese Premier will have discussions with his Indian counterpart Manmohan Singh on a host of security and strategic issues, including issuance of stapled visa by China to residents of Jammu and Kashmir, greater market access for Indian goods to that country's market and UN reforms.
Two neighbours will be holding wide-ranging discussions on a range of issues-bilateral, global, regional and of mutual interest and a number of agreements and MoUs are likely to be signed or concluded during the visit, External Affairs Ministry Spokesperson Vishnu Prakash told reporters.

Foreign Secretary Nirupama Rao, who was present too at the conference, sought to address the feelings of the Chinese envoy,by telling him that India has a "very ommonsensical" and "very rational" approach to China.Eager in helping to ease some of the irritants that has cropped up in the past one year between the two countries, the visit is expected to provide further impetus to the multi-faceted bilateral ties.The activities of Chinese firms in Pakistan-occupied- Kashmir(PoK), increasing military sales to Pakistan and China- Pak civil nuclear co-operation are some of the Indian concerns that will be raised during the visit.
India has been maintaining that it was engaged with all its interlocutors, including China, over its concerns on terrorism which emanates from this country's neighborhood.Noting that India was in touch with Chinese side on the growing trade imbalance, Prakash said efforts were also underway to have better market access for Indian products such as IT services and agricultural farm products.
Asked if the stapled visa issue will be resolved during Wen's visit, Gautam Bambawale, Joint Secretary (East Asia) in the Ministry of External Affairs, said "We have raised (the issue) with Chinese side for last many months and we hope the Chinese side will address the issue. But whether it will happen today, tomorrow, during the visit or after the visit".
India and China are managing their relationship well and looking for long-term solutions to resolve their differences as the "old mindset still prevails", Indian Ambassador to China has said, hoping that Premier Wen Jiabao's visit to India would increase bilateral cooperation."Even on our differences, we have managed them well while seeking long-term solutions," Ambassador S Jaishankar said in an interview to Chinese news agency, Xinhua, ahead of Wen's 15th-17th December visit to India.
The two countries have held interactions in a range of fields, from agriculture and environment to urbanisation and transport, he said.
The convergence of interests of India and China will transcend rhetoric and manifest itself in substantial cooperation and interaction, Jaishankar who is in New Delhi to make preparations for Wen's visit, said.
"This could be expressed in different dimensions of our relationship: on bilateral ties, on regional questions and on global issues," he said.
India hoped Wen's visit would raise the level of bilateral cooperation, Jaishankar said adding that relations had developed positively since Premier's last visit in 2005, when China and India agreed to establish a "strategic and cooperative partnership for peace and prosperity."
With regard to problems in Sino-Indian relations, he said most of the issues were historic and in other cases, "the old mindset still prevails." "The question really boils down to whether one recognises the reality of growing inter-dependence in the contemporary world," he said, adding the risks of not getting along were very high.
He said that so long as world views were dominated by the balance of power and national competition, issues in the relationship would get more prominence than they probably deserved.

Foreign Secretary Nirupama Rao, who was present too at the conference, sought to address the feelings of the Chinese envoy,by telling him that India has a "very ommonsensical" and "very rational" approach to China.Eager in helping to ease some of the irritants that has cropped up in the past one year between the two countries, the visit is expected to provide further impetus to the multi-faceted bilateral ties.The activities of Chinese firms in Pakistan-occupied- Kashmir(PoK), increasing military sales to Pakistan and China- Pak civil nuclear co-operation are some of the Indian concerns that will be raised during the visit.
India has been maintaining that it was engaged with all its interlocutors, including China, over its concerns on terrorism which emanates from this country's neighborhood.Noting that India was in touch with Chinese side on the growing trade imbalance, Prakash said efforts were also underway to have better market access for Indian products such as IT services and agricultural farm products.
Asked if the stapled visa issue will be resolved during Wen's visit, Gautam Bambawale, Joint Secretary (East Asia) in the Ministry of External Affairs, said "We have raised (the issue) with Chinese side for last many months and we hope the Chinese side will address the issue. But whether it will happen today, tomorrow, during the visit or after the visit".
India and China are managing their relationship well and looking for long-term solutions to resolve their differences as the "old mindset still prevails", Indian Ambassador to China has said, hoping that Premier Wen Jiabao's visit to India would increase bilateral cooperation."Even on our differences, we have managed them well while seeking long-term solutions," Ambassador S Jaishankar said in an interview to Chinese news agency, Xinhua, ahead of Wen's 15th-17th December visit to India.
The two countries have held interactions in a range of fields, from agriculture and environment to urbanisation and transport, he said.
The convergence of interests of India and China will transcend rhetoric and manifest itself in substantial cooperation and interaction, Jaishankar who is in New Delhi to make preparations for Wen's visit, said.
"This could be expressed in different dimensions of our relationship: on bilateral ties, on regional questions and on global issues," he said.
India hoped Wen's visit would raise the level of bilateral cooperation, Jaishankar said adding that relations had developed positively since Premier's last visit in 2005, when China and India agreed to establish a "strategic and cooperative partnership for peace and prosperity."
With regard to problems in Sino-Indian relations, he said most of the issues were historic and in other cases, "the old mindset still prevails." "The question really boils down to whether one recognises the reality of growing inter-dependence in the contemporary world," he said, adding the risks of not getting along were very high.
He said that so long as world views were dominated by the balance of power and national competition, issues in the relationship would get more prominence than they probably deserved.

Cancún, 11 December 2010 The UN Climate Change Conference in Cancún, Mexico, ended on Saturday with the adoption of a balanced package of decisions that set all governments more firmly on the path towards a low-emissions future and support enhanced action on climate change in the developing world.The package, dubbed the Cancún Agreements was welcomed to repeated loud and prolonged applause and acclaim by Parties in the final plenary.

Mumbai, December 9, 2010: Kolkata’s Rafick Ali Mollah shot a sizzling seven under 63 in round two of the CG Open that catapulted him into the lead. Rafick’s second round effort moved his score to 10 under 130. Karanjit Singh Sandhu of Delhi , who fired a 69 on Thursday, is two shots off the pace in second place.
The cut was declared at four over 144. Fifty-two professionals made the cut.
Rafick Ali Mollah (67-63) followed up his first round 67 with a fabulous bogey-free 63 on day two to snatch the lead. Rafick had a dream start in round two as he birdied the first, second, fourth, fifth and seventh to be five under through seven holes. He chipped-in from the edge on the par-three second and hit a perfect sand-wedge shot on the fifth to create another birdie opportunity from five feet.
The 41-year-old then had a relatively quieter back nine with two birdies on the 10th and 18th. His near-flawless nine-iron tee shot on the par-three 10th stopped just a few inches short of the hole. Rafick then came up with another superb sand-wedge shot that led to an easy birdie putt on the closing 18th.
“My putting made all the difference today. I had struggled with the putter in round one. That was not the case today. I sank a decent 12 footer for birdie on the seventh. I was also delighted with my recovery on the 18th. My drive had found the rough on the 18th but despite that I managed to salvage a birdie on that hole,” said Rafick.He added, “It’s important to take your chances on the front nine as the fairways are straighter and that presents more birdie opportunities. My strategy for the next two days would be to look for maximum birdies on the front nine.
“I was playing well in patches over the last few months and therefore could not produce any good scores. I’m glad that I’ve been able to put together a solid round after a long time.”

India, France to sign five pacts

India and France will sign five pacts at the end of summit level talks with a focus to give a big push to the bilateral civil nuclear cooperation. Three of the five agreements are regarding civil nuclear cooperation. India and France the two Countries have finalized the general framework agreement for implementation of reactors unit at Jaitapur nuclear plant in Maharashtra. They have also concluded a pact of early works agreement for construction of nuclear reactors. Pact between Department of Atomic Energy (DAE) and France's atomic energy commission CEA for cooperation in the field of nuclear science and technology has also been concluded besides an MoU between Indian Space research organization, ISRO and France's Centre National D'etudes Spatiales (CNEc] .Another pact on co production of films will also be inked.
The Prime Minister Dr. Manmohan Singh is leading the Indian delegation at the talks while the French side is led by its President Nicolas Sarkozy. They will address a joint press conference after the talks. Dr. Singh had one on one talks with Mr. Sarkozy during the private dinner hosted by the Prime Minister in the honour of the visiting dignitary and his high level team.
Civil Nuclear Cooperation, India's bid for a permanent seat in the UN Security Council and reforms in the international financial architecture are likely to figure prominently during the talks. The growing threat of terrorism originating from Afghanistan and Pakistan and its impact on international peace and security are also expected to be discussed by them.
Other important issues to figure during the talks include enhancing partnership in defence, education, research, healthcare, agriculture, climate change and sustainable development.Mr. Sarkozy arrived in New Delhi last evening from Agra where he visited the historic Taj Mahal and Fatehpur Sikri.
During his stay in National Capital Mr. Sarkozy will call on the President, Mrs. Pratibha Devisingh Patil at Rashtrapati Bhawan and will also exchange views with UPA Chiarperson Sonia Gandhi. He will also attend a reception by the French Community in Delhi.The French President will leave for Mumbai tomorrow to pay homage to the victims of 2008 terror attacks and confer french honours to senior executives of Oberoi and Taj Hotels for their extra ordinary services during the attack. Before leaving for home on same evening from Mumbai, Mr. Sarkozy will also deliver the valedictory address at the Indo French business meet which is expected to be attended by over 300 business leaders from the two countries.

Nicolas Sarkozy "France is a friend of India "
French President Nicolas Sarkozy left Bangalore on Saturday for New Delhi after a brief visit to this IT hub.Sarkozy, who preferred Bangalore as his first destination for his four-day India tour, visited the ISRO campus in Bangalore.
The French President, leading a team of ministers and a high level business delegation, will visit Taj Mahal in Agra on Saturday evening along with wife singer-model wife Carla Bruni. "France is a friend of India. It will stand with it in its efforts in developing non-polluting energy and nuclear industry," the French President said addressing scientists at the Indian Space Research Organisation (ISRO).
"We need to put an end to nuclear isolation of India. It was injustice done to India challenging your right to access to civil nuclear energy," Sarkozy, who is on his second visit to India, said.India is now going to be a full-fledged member of the multilateral groups overseeing non-proliferation regimes; he said adding France would support India's application for candidacy of NSG.Sarkozy noted with "delight" that a French company Areva would be setting up nuclear plant at Jaitapur in Maharashtra that would go on to produce 10,000 MWe of "non-polluting" energy.However, he noted, there was certain "inconsistency" in India's approach as while it wanted development of clean energy on one hand, at the same time "restricting access"."We cannot force upon India obligations without giving it the means to meet the obligations," he said.Speaking of France's relationship with India, Sarkozy said that his country has been a good friend of India."We don't speak in two languages. We mean what we say." Condemning the 26/11 attacks, he said any such strike on India was an attack on democracy and all democracies stand by India.
"When India is attacked, it is democracy attacked," he said.
He observed that terrorism emanating from Pakistan and Afghanistan is a "major source of instability" in the world.Talking about Afghanistan, he praised India's role and said the world cannot afford to lose the war against Taliban.
"We cannot afford to allow Taliban to comeback. No one stand benefited if civil war raises its ugly head...we must succeed," he said.Noting that one cannot stand still if India wants to move ahead in 21st century, he said, "India, Brazil, Germany, Japan, some representatives of Africa and Arab world must be in UN Security Council."
Sarkozy showered praise on Prime Minister Manmohan Singh saying the Indian leader was obsessed with peace through development and eradication of poverty.
"I have great admiration for Prime Minister Singh. I value his friendship. He is right in believing in peace and stability. India's challenge is that if you succeed through peace, it will have a huge knock-out effect on the world," he said.
India and France are united by common values and believe that international relations should not be governed by brutality or force and it should be based on dialogue and rule of law, Sarkozy said adding the relationship between the two countries should go much further.Appreciating India's growth, he said its voice has to be heard in the global level."We need India to regulate the world monetary order. I believe Indian currency will be counted as one of major currencies," he said.On education sector, Sarkozy said he expected a three-fold growth in the number of Indian students going to France."We want to train young Indians in our universities and open our research facilities for them. I very much hope that the reverse will also be true," he said.

Parliament deadlocked for the 15th working day
Parliament remained deadlocked for the 15th working day, NDA on Thursday declared that there was no going back on the issue of demand for a Joint Parliamentary Committee (JPC) into the 2G spectrum scam.It, however, indicated that it has no plans to bring a no-confidence motion against the government on the issue;
"2G scam is a multi-dimensional scam, undermining democracy itself... Business houses talking of composition of the government... in view of this nature... for a thorough probe and to bring all guilty to book, nothing short of a JPC can do justice to the task," senior BJP leader L K Advani said.Accusing the government of provoking it to bring a no-confidence motion when only year has passed since the Lok Sabha polls, he suggested that such a course of action was not planned, noting that "every MP wants to serve the full term".
Besides, he said, he was for a fixed term for legislatures in the country and have also met the Prime Minister and Leader of the Lok Sabha in this regard.Advani said that the NDA has decided to launch a "crusade" to mobilise public opinion against corruption. He appealed to other opposition parties which have supported the demand for JPC to join in the endeavour.
"Why is the Government running scared of a Joint Parliamentary Committee? The Committee will be headed by a Government nominee," Advani asked and told the Congress-led coalition that the responsibility for the parliamentary stalemate rests squarely on its shoulders.
Alleging that the autonomy and independence of the CBI has been "seriously compromised", he said the investigations by the agency "no longer inspire confidence."
"It has become a convenient instrument in the hands of the Government either to whitewash certain investigations or to harass political opponents", the BJP veteran said.

He said that the opposition was no longer interested in merely talking out the issue and it wants action. "We had to resort to an extraordinary step of a parliamentary stalemate when scam after scam were being pushed under the carpet by the Government."
Replying to a number of queries concerning corruption in the BJP-ruled Karnataka and the allegations against Chief Minister B S Yediyurappa, he merely said "we are dealing with it and are confident that we will deal with it... There is no comparison".
"What can we do when we do not have so many corrupt people", he remarked when asked to react to Congress President Sonia Gandhi's poser that when her party was taking action in regard to corruption why the BJP was silent on the Karnataka CM.
"2G scam is a multi-dimensional scam, undermining democracy itself... Business houses talking of composition of the government... in view of this nature... for a thorough probe and to bring all guilty to book, nothing short of a JPC can do justice to the task," senior BJP leader L K Advani said.Accusing the government of provoking it to bring a no-confidence motion when only year has passed since the Lok Sabha polls, he suggested that such a course of action was not planned, noting that "every MP wants to serve the full term".
Besides, he said, he was for a fixed term for legislatures in the country and have also met the Prime Minister and Leader of the Lok Sabha in this regard.Advani said that the NDA has decided to launch a "crusade" to mobilise public opinion against corruption. "Why is the Government running scared of a Joint Parliamentary Committee? The Committee will be headed by a Government nominee," Advani asked and told the Congress-led coalition that the responsibility for the parliamentary stalemate rests squarely on its shoulders.
Alleging that the autonomy and independence of the CBI has been "seriously compromised", he said the investigations by the agency "no longer inspire confidence."
"It has become a convenient instrument in the hands of the Government either to whitewash certain investigations or to harass political opponents", the BJP veteran said.

A press statement today by the External Affairs Ministry of Sri Lankan said that they are in the process of obtaining the contents of the documents allegedly pertaining to Sri Lanka put in the public domain by Wikileaks.
Reports say that the new documents released by Wikileaks suggests that United States wanted its diplomats at the UN headquarters to find what the global agency was thinking about the human rights situation in Sri Lanka.
The Guardian newspaper published the secret cables sent to the US diplomats in which enquires were made about Sri Lanka.
One such cable was dispatched in July, 2009; two months after Lankan government troops defeated the LTTE amid allegations of human rights violations by both sides.
