Modi government with mixed reactions is being appreciated by many and being criticized by others for not adhering to promises PM Narinder Modi made before elections or in the saffrons manifesto. Most of the citizen still rate him the performers at various levels but on the question of employment,ease of business, corruptions at lower levels their is either no progress or citizen are finding the situation not conducive. Similarly the opposition parties are making continuous political jibes and pot shots on PM Modi rule. Rahul Gandhi Vice President Congress party remarked in lighter vein on his Facebook promotional page said the Champions of Lokpal is in deep slumber. The government has received some better markings from the international rating agencies.
Lokpal mentioned in constitution of India needs our attentions. In this context For anti- corruptions, and ease of business and conduct of politicians, national campaign on the Anti corruption was initiated in the year 2011 for appointment of Lokpal and Lokayukta which is still in cold storage. महोदय,
भ्रष्टाचार मुक्त भारत का सपना देखते हुए अगस्त 2011 में रामलिला मैदान पर और पुरे देशभर में ऐतिहासिक आंदोलन हुआ था। इस आंदोलन को देखते हुए 27 अगस्त 2011 के दिन भारतीय संसद में ‘Sense of the House’ से रिज्युलेशन पास किया गया था। जिसमें केंद्र में लोकपाल, हर राज्यों में लोकायुक्त और सिटिझन चार्टर ऐसे महत्त्वपूर्ण मुद्दों पर जल्द से जल्द कानून बनाने का निर्णय किया गया था। इस रिज्युलेशन को लेकर केंद्र सरकार ने लिखित आश्वासन देने के बाद बडे उम्मीद से मैने 28 अगस्त के दिन अपना आंदोलन स्थगित किया था। भ्रष्टाचार मुक्त भारत के लिए जनता के मन में बडी उम्मीद जगानेवाली इस ऐतिहासिक घटना को अब छह साल पुरे हो चुके हैं। लेकिन आज छह साल बाद भी भ्रष्टाचार को रोखनेवाले एक भी कानून पर अमल नही हो पाया। इससे व्यथित हो कर मै आज आपको यह पत्र लिख रहां हूँ।
आपकी सरकार सत्ता में आने के बाद ३ साल में लोकपाल और लोकायुक्त की नियुक्ती के संबंध में तारिख 28/08/2014, 18/10/2014, 01/01/2015, 01/01/2016, 19/01/2017, 28/03/2017 को हमने लगातार पत्राचार किया। लेकिन आप की तरफ से कार्रवाई के तौर पर कोई जबाव नहीं आया। देश में बढते हुए भ्रष्टाचार को रोकथाम लगे इस लिये लोकपाल और लोकायुक्त कानून की मांग को ले कर देश की जनता ने एक शांतिपूर्ण आंदोलन किया था। तब देश में गांव-गांव, शहर-शहर के लाखों की संख्या में लोग, स्कुल के बच्चे और कॉलेज के नवयुवक आंदोलन के लिए रास्ते पर उतर आए थे। क्योंकी भ्रष्टाचार के कारण आम जनता को जीवन जीना मुश्किल हो रहा था। देश में आजादी के बाद शायद पहली बार इतनी बडी संख्या में लोग आंदोलन में उतर आए थे। यह पुरा आंदोलन अहिंसा के मार्ग से हुआ। किसी ने एक पत्थर तक नहीं उठाया। भारत के इस अहिंसात्मक आंदोलन की चर्चा दुनिया के कई देशों में हुई थी। जनशक्ती के इस आंदोलन के कारण 42 साल बाद तात्कालिक सरकारने लोकपाल, लोकायुक्त का कानून 17 दिसंबर 2013 को राज्यसभा में और 18 दिसंबर 2013 को लोकसभा में ऐसे दोनों सदनोंमें बहुमत से पारित हो गया। उसके बाद 1 जनवरी 2014 को महामहीम राष्ट्रपतीजीने इस कानून पर अपने हस्ताक्षर कर दिए थे।
लोकपाल और लोकायुक्त कानून बनते समय संसद के दोनो सदनों में विपक्ष की भूमिका निभा रहे आपकी पार्टी के नेताओं ने भी इस कानून को पुरा समर्थन दिया था। उसके बाद हुए चुनाओं में 26 मई 2014 को आपकी पार्टी की सरकार सत्तामें आयी। लोकपाल आंदोलन के बाद देश की जनता ने बडी उम्मीद से आपके नेतृत्व में नई सरकार को चुन कर दिया था। नई सरकार को प्रतीक्षित मुद्दों पर अमल करने के लिए पर्याप्त समय देना जरुरी था। ऐसा सोचकर मैने आपको याद दिलाने के लिए पिछले तीन साल में कई बार पत्र लिखा। लेकिन आपने कार्रवाई के तौर पर ना तो पत्र का जवाब दिया, ना ही अमल किया। ना कभी जनता के साथ संवाद करते समय और ना कभी मन की बात में लोकपाल और लोकायुक्त का जिक्र किया। सत्तामें आने से पहले आपने देश की जनता को ‘भ्रष्टाचार मुक्त भारत निर्माण के लिए प्राथमिकता देंगे’ ऐसा आश्वासन दिया था। आज भी नया भारत बनाने के लिए भ्रष्टाचार मुक्त भारत निर्माण करने का संकल्प करने हेतु आप बडे बडे विज्ञापन के माध्यम से जनता को संदेश दे रहे है। लेकिन आज भी हर राज्योंमें पैसा दिए बिना आम नागरिकों का काम नहीं होता, यह वास्तव हैं। याने जनता के जीवन के साथ जुडे हुए प्रश्नों पर भ्रष्टाचार बिलकूल कम नहीं हुआ हैं। जनता प्रतिदिन यह अनुभव कर रही हैं।
लोकपाल और लोकायुक्त कानून पर अमल होने से 50 से 60 प्रतिशत भ्रष्टाचार को रोकथाम लग सकती हैं। फिर भी आप इस कानून पर अमल नहीं कर रहे है। लोकपाल और लोकायुक्त कानून के साथ सिटिजन चार्टर बिल, The Prevention of Bribery of Foreign Public Officials and Officials of Public International Organization Bill 2011, Judicial Standards and Accountability Bill 2012, The Prevention of Money Laundering (Amendment) Bill, The Public Procurement Bill 2012 और व्हिसल ब्लोअर बिल यह सभी बिल भ्रष्टाचार को रोखनेवाले हैं और संसद में प्रतीक्षित है। तात्कालिक सरकारने यह सभी बिल लोकपाल आंदोलन के समय जनता की मांग पर संसद में लाये थे। लेकिन आप उसके बारे में ना कुछ बोलते है, ना कुछ करते है। फिर कैसे होगा भ्रष्टाचार मुक्त भारत ?
जनता में सिर्फ संकल्प करने सें नही बल्की कानुन के आधार पर उनके होथो में अधिकार दिये जाने से भ्रष्टाचार मुक्त भारत होगा। सुचना का अधिकार कानून इसका एक उदाहरण है । संसद में नेता विपक्ष ना होने के कारण लोकपाल और लोकायुक्त की नियुक्ती नहीं कर सकते ऐसा आपकी सरकार का कहना है। वास्तविक लोकपाल, लोकायुक्त कानून में यह प्रावधान किया गया है कि, ‘लोकपाल चुनाव कमेटी में कोई पद रिक्त होने से अध्यक्ष अथवा सद्स्य इनकी नियुक्तीयाँ अवैध नहीं होगी।’ हैरानी की बात हैं की, कानून में स्पष्ट प्रावधान होते हुए भी आप 3 साल से लोकपाल और लोकायुक्त नियुक्ती नहीं कर रहे है। सर्वोच्च न्यायालय ने भी आपकी सरकार को बार-बार फटकार लगाई है। जबकी एक तरफ सीबीआय प्रमुख की नियुक्ती नेता विपक्ष ना होते हुए भी आप करते है और लोकपाल के लिए विरोधी पक्ष नेता ना होने की बहानेबाजी हो रही है। एक प्रकार से आप जनभावना का और सर्वोच्च न्यायालय का अनादर कर रहें हैं। यह बडी दुख की बात है।
आश्चर्यजनक बात यह है कि, जिस राज्यों में विपक्ष की सरकारें हैं वहां तो नहीं लेकिन जिस राज्यों में आपके पार्टीकी सरकारे हैं वहां भी नये कानून के तहत लोकायुक्त नियुक्त नहीं किए गये हैं। इससे यह स्पष्ट होता है की आप के पास लोकपाल लोकायुक्त कानून पर अमल करने के लिये इच्छाशक्ति का अभाव है। आपके कथनी और करनी में अंतर पड रहा है। फिर कैसे होगा भ्रष्टाचारमुक्त भारत? जिस संसद ने देश के लाखो लोगों की मांग पर यह कानून बनवाया और राष्ट्रपतीजीने हस्ताक्षर किए फिर भी उस कानून पर अमल ना करना, क्या यह जनता, संसद और राष्ट्रपतीजी का अवमान नहीं है?
कृषिप्रधान भारत देश में किसान प्रतिदिन आत्महत्या कर रहे हैं। खेती पैदावारी में किसानों को लागत पर आधारित दाम मिले इसलिए मैंने कई बार पत्र लिखा था। लेकिन आपकी तरफ से ना कोई जबाब आया ना स्वामीनाथन कमिटी की रिपोर्ट पर कार्रवाई हुई। पिछले कई दिनों से महाराष्ट्र, मध्य प्रदेश, तमिळनाडू, आंध्र प्रदेश, तेलंगना, हरियाना, राजस्थान ऐसे विविध राज्यों में किसान संघठित हो कर आंदोलन कर रहें हैं। देश के किसानों के दुख के प्रति आपके दिल में कोई संवेदना नहीं हैं यह तीन साल से दिखाई दे रहा है। आप जितनी चिन्ता कम्पनी मालिक और उद्योगपतियों के बारे में करते दिख रहे हैं उतनी चिन्ता किसानों के बारे में नही करते। यह कृषिप्रधान भारत देश के लिए बडी दुर्भाग्यपूर्ण बात हैं।
हालही में आपकी सरकारने वित्त विधेयक 2017 को धन विधेयक के रुप में पेश करके राजनैतिक दलों को उद्योगपतियों द्वारा दिए जानेवाले चंदे की 7.5 प्रतिशत सीमा हटाई हैं। और कम्पनी जितना चाहे उतना दान राजनीतिक दल को दे सकती है, ऐसा प्रावधान किया है। जिससे लोकतंत्र नही बल्कि पार्टीतंत्र मजबूत होगा। वास्तविक रूप से अगर आपको किसान और गरिबों की इतनी चिन्ता होती तो आप इस कानून में संशोधन करके यह प्रावधान करते कि, कंपनियाँ जितना चाहे उतना दान राजनीतिक पार्टी को नहीं बल्कि गरीब और किसानों के लिए दे सकती है। अगर ऐसा होता तो लोकतंत्र मजबूत हो कर किसान और गरिबों को न्याय मिल जाता। लेकिन आपके अंदर गरीबों और किसानों के प्रति संवेदनशीलता नहीं है यह स्पष्ट होता है। अगर किसानों के स्थितीपर हल निकालना हैं तो स्वामिनाथन आयोग की रिपोर्ट पर पुरी तरह से अमल होना, खेती पैदावारी को लागत पर आधारित दाम मिलना और किसानों तथा मजदुरों को आर्थिक सुरक्षा दिलाने के लिए प्रतिमाह पेन्शन योजना शुरू करने की जरुरत हैं।
राजनीतिक पार्टीयों को सूचना के अधिकार के दायरें में लाने की मांग जनता की ओर से कई सालों से हो रही हैं। मा. सुप्रिम कोर्ट ने भी सरकार को इस बारे में स्पष्ट निर्देश दिए थे। अगर आप वास्तव में पारदर्शिता की अपेक्षा करते हैं तो राजनैतिक पार्टियों को सूचना के अधिकार के दायरे में लाने का संशोधन करना भी जरुरी हैं।
भ्रष्टाचार को रोखने तथा सही लोकतंत्र को मजबूत करने के लिए सत्ता का विकेंद्रिकरण जरुरी हैं। इसके लिए जल, जंगल और जमिन को लेकर ग्रामसभा को अधिकार देनेवाला कानून बनना जरुरी हैं। उसके साथ राईट टू रिजेक्ट, राईट टू रिकॉल और महिलाओं को हर स्तर पर कानून के तहत सम्मानजनक अधिकार देनेवाले कानून भी आवश्यक हैं। सिर्फ जगह जगह पर पोस्टर लगाने से महिलाओं को सम्मान कैसे मिलेगा? लोगों के हाथ में अधिकार देने से जनसंसद मजबूत होगी। क्यों की लोकतंत्र में जनसंसद का स्थान सबसें उँचा है। अगर यह जनसंसद जाग गई तो लोकपाल और लोकायुक्त, किसानोंकी समस्या तथा सभी प्रतीक्षित मुद्दों पर निश्चितरूपसे हल निकलेगा ऐसा हमे विश्वास है।
इसके पहले 28 मार्च 2017 को मैने आपसे पत्र लिखा था कि, अगर लोकपाल और लोकायुक्त कानून पर अमल नही होता तो मेरा अगला पत्र दिल्ली में होनेवाले आंदोलन के बारें में होगा। उसी पत्र के मुताबिक मैंने समाज और देश की भलाई के लिये दिल्ली में आंदोलन करने का निर्णय लिया हैं।
35 साल से मै आंदोलन करते आया हूँ। लेकिन कभी किसी पक्ष और पार्टी या व्यक्ती के विरोध में आंदोलन नहीं किया हैं। सिर्फ समाज और देश के हित के लिए आंदोलन करते आया हूँ। 3 साल तक मैने आपकी सरकार को याद दिलाते हुए बार-बार पत्र लिखकर लोकपाल और लोकायुक्त नियुक्ती के लिए और किसानों को अपने खेती में पैदावारी के खर्चेपर आधारीत सही दाम मिले इसलिए लिखा था। लेकिन आपने उसका जवाबही नहीं दिया और कुछ भी कार्रवाई नही की। इसलिए अब मैने दिल्ली में आंदोलन करने का निर्णय लिया है। जब तक उपरोक्त मुद्दों पर जनहित में सही निर्णय और अमल नही होता तब तक मै मेरा आंदोलन दिल्ली में जारी रखुँगा । अगले पत्र में आंदोलन की तारीख तथा स्थल के बारे में अवगत किया जाएगा।

कृषिप्रधान भारत देश में किसान प्रतिदिन आत्महत्या कर रहे हैं। खेती पैदावारी में किसानों को लागत पर आधारित दाम मिले इसलिए मैंने कई बार पत्र लिखा था। लेकिन आपकी तरफ से ना कोई जबाब आया ना स्वामीनाथन कमिटी की रिपोर्ट पर कार्रवाई हुई। पिछले कई दिनों से महाराष्ट्र, मध्य प्रदेश, तमिळनाडू, आंध्र प्रदेश, तेलंगना, हरियाना, राजस्थान ऐसे विविध राज्यों में किसान संघठित हो कर आंदोलन कर रहें हैं। देश के किसानों के दुख के प्रति आपके दिल में कोई संवेदना नहीं हैं यह तीन साल से दिखाई दे रहा है। आप जितनी चिन्ता कम्पनी मालिक और उद्योगपतियों के बारे में करते दिख रहे हैं उतनी चिन्ता किसानों के बारे में नही करते। यह कृषिप्रधान भारत देश के लिए बडी दुर्भाग्यपूर्ण बात हैं।
हालही में आपकी सरकारने वित्त विधेयक 2017 को धन विधेयक के रुप में पेश करके राजनैतिक दलों को उद्योगपतियों द्वारा दिए जानेवाले चंदे की 7.5 प्रतिशत सीमा हटाई हैं। और कम्पनी जितना चाहे उतना दान राजनीतिक दल को दे सकती है, ऐसा प्रावधान किया है। जिससे लोकतंत्र नही बल्कि पार्टीतंत्र मजबूत होगा। वास्तविक रूप से अगर आपको किसान और गरिबों की इतनी चिन्ता होती तो आप इस कानून में संशोधन करके यह प्रावधान करते कि, कंपनियाँ जितना चाहे उतना दान राजनीतिक पार्टी को नहीं बल्कि गरीब और किसानों के लिए दे सकती है। अगर ऐसा होता तो लोकतंत्र मजबूत हो कर किसान और गरिबों को न्याय मिल जाता। लेकिन आपके अंदर गरीबों और किसानों के प्रति संवेदनशीलता नहीं है यह स्पष्ट होता है। अगर किसानों के स्थितीपर हल निकालना हैं तो स्वामिनाथन आयोग की रिपोर्ट पर पुरी तरह से अमल होना, खेती पैदावारी को लागत पर आधारित दाम मिलना और किसानों तथा मजदुरों को आर्थिक सुरक्षा दिलाने के लिए प्रतिमाह पेन्शन योजना शुरू करने की जरुरत हैं।
राजनीतिक पार्टीयों को सूचना के अधिकार के दायरें में लाने की मांग जनता की ओर से कई सालों से हो रही हैं। मा. सुप्रिम कोर्ट ने भी सरकार को इस बारे में स्पष्ट निर्देश दिए थे। अगर आप वास्तव में पारदर्शिता की अपेक्षा करते हैं तो राजनैतिक पार्टियों को सूचना के अधिकार के दायरे में लाने का संशोधन करना भी जरुरी हैं।
भ्रष्टाचार को रोखने तथा सही लोकतंत्र को मजबूत करने के लिए सत्ता का विकेंद्रिकरण जरुरी हैं। इसके लिए जल, जंगल और जमिन को लेकर ग्रामसभा को अधिकार देनेवाला कानून बनना जरुरी हैं। उसके साथ राईट टू रिजेक्ट, राईट टू रिकॉल और महिलाओं को हर स्तर पर कानून के तहत सम्मानजनक अधिकार देनेवाले कानून भी आवश्यक हैं। सिर्फ जगह जगह पर पोस्टर लगाने से महिलाओं को सम्मान कैसे मिलेगा? लोगों के हाथ में अधिकार देने से जनसंसद मजबूत होगी। क्यों की लोकतंत्र में जनसंसद का स्थान सबसें उँचा है। अगर यह जनसंसद जाग गई तो लोकपाल और लोकायुक्त, किसानोंकी समस्या तथा सभी प्रतीक्षित मुद्दों पर निश्चितरूपसे हल निकलेगा ऐसा हमे विश्वास है।
इसके पहले 28 मार्च 2017 को मैने आपसे पत्र लिखा था कि, अगर लोकपाल और लोकायुक्त कानून पर अमल नही होता तो मेरा अगला पत्र दिल्ली में होनेवाले आंदोलन के बारें में होगा। उसी पत्र के मुताबिक मैंने समाज और देश की भलाई के लिये दिल्ली में आंदोलन करने का निर्णय लिया हैं।
35 साल से मै आंदोलन करते आया हूँ। लेकिन कभी किसी पक्ष और पार्टी या व्यक्ती के विरोध में आंदोलन नहीं किया हैं। सिर्फ समाज और देश के हित के लिए आंदोलन करते आया हूँ। 3 साल तक मैने आपकी सरकार को याद दिलाते हुए बार-बार पत्र लिखकर लोकपाल और लोकायुक्त नियुक्ती के लिए और किसानों को अपने खेती में पैदावारी के खर्चेपर आधारीत सही दाम मिले इसलिए लिखा था। लेकिन आपने उसका जवाबही नहीं दिया और कुछ भी कार्रवाई नही की। इसलिए अब मैने दिल्ली में आंदोलन करने का निर्णय लिया है। जब तक उपरोक्त मुद्दों पर जनहित में सही निर्णय और अमल नही होता तब तक मै मेरा आंदोलन दिल्ली में जारी रखुँगा । अगले पत्र में आंदोलन की तारीख तथा स्थल के बारे में अवगत किया जाएगा।

Lokpal and lokayukta, the leaders of your party were also supported by the role of the opposition in both the houses of Parliament. After him, on 26th may 2014, the government of your party was sattāmēṁ. After Lokpal movement, the people of the country had chosen the new government in your leadership. The new government was required to work on the most awaited issues. When I think I wrote a letter in the last three years to remind you. But you did not respond to an action, nor did it act. Don’t ever communicate with the public and not always mentioned the mind and lokayukta. Before you come to the people, you will give preference to the people of the country ‘corruption free India’. Not only in the public but the law will be freed from the law of the law. The right of information is an example of the law. In Parliament, the leaders are not the opposition to the opposition and the lokayukta can not be niyuktī. A farmers are committing suicide daily in India. In Agriculture, farmers got the cost based on the cost of farmers so I wrote several times. But from your side, no response did not come on. From last several days Maharashtra, Madhya Pradesh, tamiḷanāḍū, Andhra Pradesh, Telangana, hariyānā, Rajasthan are doing a movement by the kisan and farmer in various states. There are no condolences in your heart for the suffering of the country. It is from three years. You do not care about the care company owner and business. This a is a big unfortunate thing for India country.
Recently, your government has been removed 7.5 per cent range of funds and the political parties in the form of business as a money bill. And the company can give as much donations as much as the company can give. Not democracy, but it will be strong. If you were so worried about farmer and garibōṁ, you would have made it in the law by amending the law that the companies may not donate as much as the political party but for poor and farmers. If this happens, democracy is strong and get justice. But you don’t have sensitivity to poor and farmers. It is clear. If you are removing the farmers solution, the report of the svāmināthana commission has to be fully implemented, the cost of agriculture will cost the cost of getting the cost of the cost and farmers and farmers.

IFAD and India to discuss shared rural poverty alleviation efforts
New Delhi, 30 August 2017 – Officials of the International Fund for Agricultural Development (IFAD) are in New Delhi this week to discuss how to best support India’s efforts to alleviate rural poverty, achieve national development objectives and contribute to the 2030 Agenda for development.
For nearly four decades, IFAD-funded projects have targeted the poorest and most vulnerable groups in India’s rural communities, delivering important results. For example, the Tejaswini Rural Women Empowerment Programme is combatting malnutrition in six districts in Madhya Pradesh, by working with poor rural women to improve their understanding of nutrition, as well as increasing the availability of healthy foods. Activities include training households to grow a variety of vegetables in garden plots and to better understand the micronutrient value of locally grown food. In addition, the programme works with smallholder farmers to produce and eat minor millets, a food that is nutrition-dense and also resilient to climate change effects.
In Maharashtra the programme is helping empower women by creating a federation of women’s self-help groups, which provide poor rural women with access to the credit and training needed to start income-generating activities. Currently, IFAD has nine ongoing projects and programmes that address a wide-range of development challenges.
A specialized United Nations agency and international financial institution, IFAD has financed 28 rural development programmes and projects in India since 1979. This amounts to a total IFAD investment of US $1 billion or $2.75 billion when complimentary funds from the Indian government and others are included, directly benefiting more than 4.5 million rural households.
While in India, the delegation will meet with government officials including: Shobhan Pattanayak, Secretary, Ministry of Agriculture and Farmers’ Welfare; Amarjeet Sinha, Secretary, Ministry of Rural Development; Naveen Verma, Secretary, Ministry of Development of North Eastern Region; and Dinesh Sharma, Special Secretary, Department of Economic Affairs, Ministry of Finance.

Even as the country’s financial capital reeled under the impact of heavy rains, the Shiv Sena, which rules the Brihanmumbai Municipal Corporation, on Wednesday complimented the civic body for ensuring that the situation did not “go out of hand”.
The saffron party has been ruling the cash-rich Mumbai civic body since over two decades.
“The BMC’s preparedness to tackle the natural calamity ensured that the situation did not go out of hand. The civic body should be complimented for this. Even after heavy rains, no big untoward incident has taken place,” the Sena said in an editorial in its party mouthpiece Saamana.
“Mumbai and Maharashtra have always received the blessings of Ganpati. We believe that God will ease this trouble as well,” the Uddhav Thackeray-led party said.
It said the heavy downpour reminded the megapolis of the cloudburst on July 26, 2005, when there was about 950 mm rainfall in 24 hours.
“Even the IMD on Monday said the rainfall was more than their expectations. The sun was not visible throughout the day and the high tide added to the city’s woes. Yet, Mumbai’s spirit won over the natural calamity,” it said.
Torrential rains pounded the metropolis throughout the day on Tuesday. The city gauged a whopping 298 mm of rainfall, the highest in a day in August since 1997.
The city and its suburbs virtually have a public holiday today with Maharashtra Chief Minister Devendra Fadnavis advising people to stay home.
