ADB and Centre sign 250 mn dollar loan agreement


Asian Development Bank and the Centre have signed a 250 million dollar loan to finance the construction of over 6,200 kilometres all-weather rural roads in Assam, Chhattisgarh, Madhya Pradesh, Odisha and West Bengal under the Pradhan Mantri Gram Sadak Yojana (PMGSY).
The program is aimed at improving rural connectivity, facilitating safer and more efficient access to livelihood and socio-economic opportunities for rural communities through improvements to about 12 thousand kilometres Rural Roads across the 5 States.
Joint Secretary (Multilateral Institutions) in Department of Economic Affairs Sameer Kumar Khare signed the loan agreement on behalf of Government of India. Speaking on the occasion, Mr Khare said, the ADB-funded investment program will provide continued assistance to the PMGSY and support the Government’s long-term goal for rural development.
He said, the programme is likely to have a transformative impact in terms of rural economy and will also bring in greater efficiency in terms of access and connectivity for the rural people in the five States.

Indian Navy launches 3rd Scorpene class submarine Karanj


Indian Navy today launched the third Scorpene class submarine Karanj. Navy chief Admiral Sunil Lanba’s wife Reena Lanba launched the submarine, which has been constructed by shipbuilder Mazagon Dock Limited (MDL) in Mumbai.
Speaking on the occasion, Admiral Lanba said the submarine will undergo rigorous tests for the next one year before it is commissioned. a total six submarines are going to be built at the MDL. The submarines are being built in collaboration with French shipbuilding major Naval Group.
Prime Minister Narendra Modi has last month commissioned the first of the six Scorpene-class submarine Kalvari into the Indian Navy and said its induction was a big step in the country’s defence preparedness.Defence Minister Nirmala Sitharaman had then said that submarine building is a sophisticated and exacting craft which very few countries possess in their industrial capacity.

PM Modi to launch first Khelo India School Games in New Delhi; Govt plans to develop sports infrastructure in universities
Prime Minister Narendra Modi will launch the first Khelo India School Games at Indira Gandhi Indoor Stadium in New Delhi today.
The games will continue until 8th of next month. Khelo India is expected to help scout young talent from the schools in various disciplines and groom them as future sports champions. AIR correspondent reports that the country’s brightest talent in the under-17 age group will compete in the Games.
The games will be held in 16 disciplines at five venues. The disciplines include Athletics, Badminton, Basketball, Boxing, Football, Hockey, Kabaddi, Shooting, Swimming, Weightlifting and Wrestling. The games will highlight India’s young sporting talent and showcase India’s sports potential. 199 gold medals, 199 silver medals and 275 bronze medals are at stake in these Games.
The Khelo India programme has been introduced to revive the sports culture in the country at the grass-roots level by building a strong framework for all sports played in the country.
Talented players identified in priority sports disciplines at various levels by a High-Powered Committee will be provided annual financial assistance of five lakh per annum for eight years.
The Government is planning to develop sports infrastructure in the universities so that they become Centre for excellence in Sports.
Sports Minister Col Rajyavardhan Rathore said Government will also develop sports infrastructure in one school each in 150 districts. He said, sports is state subject and the Centre is setting standards for states to follow.
Col Rathore expressed hope that Khelo India college games will be held next year. He said the Centre will bring a Sports Code which will ensure transparency. Col Rathore said, his Ministry has recommended to the Central Advisory Board of Education to include physical education as a subject in the school curriculum.

Kochi, January 30, 2018: The Professional Golf Tour of India (PGTI) will stage the fifth edition of the PGTI Cochin Masters presented by CIAL Golf Club from January 31 – February 3, 2018, at the CIAL Golf Club in Kochi. The second tournament of the season carries a prize purse of Rs. 40 lakh. The Pro-Am event will be played on February 4, 2018.

The tournament features leading Indian names such as former champions Mukesh Kumar (defending champion) and Feroz Ali Mollah, Shamim Khan (2017 PGTI Order of Merit champion), Udayan Mane, Honey Baisoya and Shankar Das, to name a few.

The field will also feature prominent names from overseas such as Anura Rohana (Sri Lanka), Mithun Perera (Sri Lanka), N Thangaraja (Sri Lanka), K Prabagaran (Sri Lanka), Md Zamal Hossain Mollah (Bangladesh), Kunal Bhasin (Australia), Albie Hanekom (South Africa) and Arthur Horne (Swaziland). The one local name in the field is that of Madesh Krishna.

Public debate over the quality of Delhi’s air reliably spikes every winter, along with the readings from air quality monitors. However, public discussion tends to rapidly taper off, even as the air quality remains consistently bad.
The Initiative on Climate, Energy and Environment (ICEE) at the Centre for Policy Research (CPR) is organising a seminar series – Clearing the Air? Seminar Series on Delhi’s Air Pollution  to promote sustained and informed public understanding around the data, impacts, sources and policy challenges involved in clearing Delhi’s air. While we will focus on the Delhi context, the series will also reflect the fact that the problem extends far beyond Delhi. The seminar series will present the work of experts in a range of areas, to help promote informed public discussion about what changes are needed, what is possible, and how to get it done. Clearing the air in terms of knowledge and public information, we hope, will make a small contribution toward actually clearing Delhi’s air.

The seminar series began with a talk on air pollutants in Indian cities and the gaps in our knowledge about them, followed by two events on health impacts of air pollution. We now turn to specific sources of air pollution, and we begin with transport. Vehicular pollution has been a significant contributor to Delhi’s air pollution, accounting for up to a fourth of PM 2.5 emissions. Delhi has the largest vehicular population of any city in India, with over a crore registered vehicles. More than 90% of these are private vehicles, and this number has steadily grown over the years. However, regulatory interventions towards promoting cleaner fuel and phasing out old vehicles, as well as legal measures to cap or decrease the number of vehicles have primarily focused on public transit vehicles. The panel will deliberate on key technical and policy drivers for reduction and management of emissions from the transport sector, including the source composition of air pollution from transport, potential gains from changes in fuel standards and fuel types, and issues related to public transport and modal shares.
About the Panellists: 
Amit Bhatt is the Director of Integrated Urban Transport at WRI India. He is based in Delhi and provides vision and leadership to all transport initiatives across WRI in India and neighbouring countries. Amit has over 17 years’ experience in the field of transport planning, non-motorised transportation, road safety, capacity building, street design and urban development. He has a Bachelor’s degree in Architecture, Master’s degrees in Transport and Economics, and a diploma in Transport Economics and Management.
Parthaa Bosu is the lead consultant on air pollution with Environment Defence Fund, based in the United States. He was previously with the Society of Indian Automobile Manufacturers (SIAM), working on in-use vehicle emissions, and has also served as the India Director and South Asia Liaison of the UN Partnership, Clean Air Asia. Parthaa was a part of the working-group on non-motorized transport promotion at the Ministry of Urban Development, and structured the Green Freight India Working Group, which works on reducing emissions from freight and also making it more efficient. He is currently trying to nurture dialogues on rising air pollution and congestion in cities, and recently helped design the Chennai Freight Partnership with IIT Madras and the Madras Chambers.
Sumit Sharma is a Fellow and Associate Director of the Earth Science and Climate Change group of TERI. He has worked on a number of projects related to air quality management which involves air quality monitoring, emission inventorisation, air quality modeling (dispersion and receptor), and drafting air quality management plans. He has carried out a source apportionment study for the city of Bangalore, involving air quality modeling exercises and developing scenarios for air quality improvement. He also has been working on regional scale ozone pollution, and conducting workshops and training programs for sensitization of various stakeholders on air quality improvement.
The panel will be moderated by Mukta Naik, Senior Researcher, CPR.

CAIT Secretary General Mr. Praveen Khandelwal said that it is expected that more than 7 lakh traders from more than 2000 markets of Delhi shall keep their shutters closed to lodge their strong protest against sealing of business establishments in Delhi.The traders are demanding the Central Government to come in action and immediately bring a Bill in the Parliament to protect entire trade and traders of Delhi from the clutches of sealing as also de-sealing of the establishments already sealed.
The traders lamented that sealing issue is being politicised by few politicians and we strongly condemn them. We are fighting the battle of our survival and livelihood and they are more interested in engagement of politics on our head and shoulder which is not acceptable to us. If they can’t bring relief then they should desist themselves in playing their politics.

Today we remember the six million Jewish men,women and children who perished in the Holocaust.Countless others also lost their lives as cruelty convulsed the World.
yet decades since the Second World War ,we see the persistence of anti-Semitism and an increase in other forms of prejudice.
Neo-Nazis and while supremacy groups are among the main purveyors of extreme hatred.
And too often, vile views are moving from the margins to the mainstreams of societies and politics.
We must stand together against the normalization of hate.
Whenever and wherever humanity’s  values are abandoned,we are all at risk.
All of us have a responsibility to quickly,clearly and decisively resist racism and violence.
Through education and understanding, we can build a future of dignity,human rights and peaceful coexistence for all.
