Odisha Election Watch

Dear Friends,
Odisha Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 146 newly elected MLAs of 2019 out of 147 in the Odisha Assembly.  Polling was held in 146 assembly seats, as election in Patkura constituency was postponed due to cyclone Fani.

CRIMINAL BACKGROUND

·         MLAs with criminal cases: Out of the 146 MLAs analysed, 67(46%) MLAs have declared criminal cases against themselves. Out of 147 MLAs analysed during Odisha Assembly elections in 201452 (35%) MLAs had declared criminal cases against themselves.
·         MLAs with serious criminal cases:49(34%) MLAs have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping etc. Out of 147 MLAs analysed during Odisha Assembly elections in 201441 (28%) MLAs had declared serious criminal cases against themselves.
·         An INC Winner, Ramesh Chandra Jena from SANAKHEMUNDI constituencyhas declared 51 criminal cases against himself, including cases related to murder, attempt to murderextortion, Assault or criminal force to woman with intent to outrage her modesty, criminal intimidation etc.

·         MLAs with declared cases related to murder:  2 MLAs, MLAs have declared cases related to murder (IPC Section 302).
·         MLAs with declared cases related to attempt to murder:  11 MLAs,MLAs have declared cases related to attempt to murder (IPC Section 307)
·         Party wise MLAs with criminal cases:46(41%) out of 112 MLAs from BJD14 (61%) out of 23 MLAs from BJP and 6 (67%)  out of 9 MLAs from INC have declared criminal cases against themselves in their affidavits.
·         Party wise MLAs with serious criminal cases:  33(30%) out of 112 MLAs from BJD10 (44%) out of 23 MLAs from BJP and 5 (56%)  out of 9 MLAs from INC have declared serious criminal cases against themselves in their affidavits.

FINANCIAL BACKGROUND


·         Crorepati MLAsOut of the 146 newly elected MLAs, 95 (65%) are crorepatis. Out of 147 MLAs analysed during Odisha 2014 assembly elections76 (52%) MLAs were crorepatis.

·         Partywise crorepati MLAs: 79 (71%)out of 112 MLAs from BJD9 (39%)out of 23 MLAs from BJP and 7(78%) out of 9 INC MLAs have declared assets valued more than Rs 1 crore.

·         Average assets:The average of assets per MLA in the Odisha 2019 assembly elections is Rs. 4.41 crores. In 2014, the average assets of 147 MLAs analyzed was Rs 3.22 crores.

·         Party wise average assets: The average assets per MLA for 112 BJD MLAs analysed is Rs 5.08 crores and 23 BJP MLAs have average assets of Rs 1.01 crore and 9 INC MLAs have average assets of Rs 5.67 crores.

·         Education Details of MLAs:  43 (29%) MLAs have declared their educational qualification to be between 5th pass and 12th pass while 101 (69%) MLAs have declared having an educational qualification of graduate or above2 MLAs are Diploma holder.
·         Age details of MLAs: 2 (1%) MLAs have declared their age to be between 25 and30 years while 13 (9%) MLAs have declared their age to be between 3and 40 years. There are 123(84%) MLAs who have declared their age to be between 41 and 70 yearswhile 8(5%) MLAs have declared their age to be between 71 and 80.
·         Gender details of MLAs:Out of 146 MLAs, 13 (9%) MLAs are women. In 2014, out of 147 MLAs, 11 (7%) MLAs were women.

COMPARATIVE ANALYSIS OF ASSETS OF RE-ELECTED MLAS


·         Number of re-elected MLAsNumber of re-elected MLAs analysed in the assembly elections of 2019 is 60.
·         Average assets of re-elected MLAs in 2014: The average assets of re-elected MLAs in 2014 was Rs 2.20 crores
·         Average assets of re-elected MLAs in 2019: The average assets of re-elected MLAs in 2019 is Rs 4.90 crores.
·         Average growth in assets of re-elected MLAs from 2014 to 2019: The growth in average assets of re-elected MLAs is Rs 2.69 crores i.e. by 122%.
