ITax to double digit contribution to GDP
24 July 20110 -New Delhi - Sagar Media -Nksagar -: Finance Minister Shri Pranab Mukherjee has asked the income tax department to make double digit contribution to GDP by collecting high revenues and help in building strong nation.
Finance Minister Shri Pranab Mukherjee addressing the senior officials of the Department on the occasion of 150 years of income tax in India, said that efforts are on to bring tax reforms in Direct and Indirect taxes with effect from the next Financial Year. In this regard he mentioned that the Direct Taxes Code Bill will be introduced in the
forthcoming session of the Parliament. On this occasion the Finance Minister released the revised Citizens’ Charter of the Income Tax Department
. Minister of State(Revenue), Shri S.S. Palanimanickam, Secretary Revenue, Shri Sunil Mitra, Chairman CBDT and Members of CBDT were also present on the occasion among others.
FM added, "For the first time in the legislative history of India, a Bill for imposing duties on profits arising from property, professions, trades & offices was passed by the Legislative Council of India and received the assent of the Governor General on 24th July 1860. This Act was precursor to the modern income tax law in the country. On this very special day, Department should rededicate itself to partner in the nation building process through progressive tax policy, efficient and effective administration and improved voluntary compliance.
It would befit the occasion to say a few words about the person, who laid the foundation for taxation in India. James Wilson, before he quit the British Parliament to join as the Finance Member in the Council of India in 1859, had a distinguished career as a Member of the Privy Council and the founder of the globally acclaimed magazine “The Economist”. He came to India to establish the tax structure, a new paper currency and to remodel the finance system after the 1857 War of Independence. In 1860, James Wilson breathed his last in Kolkata. His grave was recently rediscovered in Kolkata by an officer of the Income Tax Department and restored.
Since 1860 to the present day, the Income Tax Department has traversed over three centuries and has witnessed the collapse of imperial rule in India and rise of a magnificent democratic economy. The emergence of India as an economic power-house has also been reflected in our enhanced revenue collection from direct taxes. From meagre revenue of Rs.1.35 crore in 1860-61, the Income Tax Department has collected nearly Rs.3.80 Lakh crore in 2009-10. The contribution of direct taxes to the GDP has increased three-fold from 1.9% to 6.1%. The annual growth rate of direct taxes has averaged about 24% in the last 5 years. This was despite two low-growth years in 2008-09 and 2009-10 due to slowdown in the global economy. With the Indian economy poised to grow at 8.5% during the current fiscal, we expect the tax growth to regain its past buoyancy.
Tax administration has undergone significant changes in the last two-and-a-half decades, steadily moving towards lower tax rates and enhanced voluntary tax compliance. The role of tax Department and the tax officer has changed from that of a tax-enforcer to that of a tax facilitator. Whereas earlier tax administration enforced laws with intimidation, today it facilitates compliance by creating atmosphere conducive to voluntary payment and discourage tax evasion by credible and non-intrusive technology-driven deterrence."
FM said that "The new DTC, which is now at final stage of drafting, is a major attempt to rewrite the existing direct tax laws. It will simplify, rationalize and consolidate the laws and procedures relating to direct taxes. The DTC will provide a taxation regime which is simple and broad based leading to lower tax rates, better tax compliance and reduced litigation. The simplified direct tax laws will also provide a conducive environment for investment and will make India an attractive destination for foreign investors.
The Department has embarked on many “taxpayer friendly” schemes and services such as PAN or the taxpayer identification number; electronic filing, payment, refund, accounting and verification of taxes; Centralized Processing Centres to process tax returns faster and for better management of bulk operations; and Sevottam Scheme & Aayakar Sewa Kendras for improved tracking and redressal of taxpayer grievances.
A lot more remains to be done. The Department needs to reinvent itself to meet the challenges of the next 50 years. The Department should concentrate on its core functions of data mining, risk profiling and risk-assessment; tax enforcement and recovery; dispute resolution and grievance redressal; taxpayer awareness and education; and other administrative, judicial, audit and Parliament-related functions.
One area of concern is litigation with taxpayers. Department is filing appeals in a routine manner without careful thought and examination leading to the Department earning the dubious distinction of being the biggest litigant in the Government of India. I have noticed that some of the appeals filed by the Department have been dismissed by the courts on account of gross delays. These issues require a relook at system of legal and judicial management.
The Department also needs to strengthen its administrative structure, including its headquarters, to enable it to undertake greater responsibilities. It needs to evolve functionally to cater to highly specialized and new areas of work.
In a vast, populous and diverse country like India, a Department with a customer base of 3.5 crore taxpayers and nearly 10 crore PAN holders, needs huge resources for manpower, infrastructure and communications systems."

CBSE to impart Hotel Management courses
21 July 2010 -New Delhi - Sagar Media -Nksagar :- Kumari Selja said that a robust economy has a cascading effect on tourism as well. Conversely, tourism is an important driver in the growth of economy especially in the area of employment generation. The indirect impact of tourism on economy is much larger.
In a function organized for signing of a Memorandum of Understanding (MoU) between the National Council for Hotel Management and Catering Technology (NCHMCT) and the Central Board of Secondary Education (CBSE) in New Delhi on 20 July 2010 .
Central Board of Secondary Education (CBSE) will impart Hotel Management and Catering Technology courses for students of Class XI and XII with
effect from the academic session 2010-11 in CBSE schools.
The Memorandum of understanding (MoU) was signed between the CBSE and the National Council for Hotel Management & Catering Technology (NCHMCT), New Delhi, MoU was signed by NCHMCT CEO Devesh Chaturvedi and CBSE Chairman Vineet Joshi in the presence Kumari Selja and Human Resource Development Minister Kapil Sibal and his deputy, D. Purandeswari were present on the occasion.
The minister said, "To translate the opportunity accorded to us by the cascading effect of a robust economy into tangible gains, theTourism Industry needs to be in a state of readiness. As per a survey conducted in the year 2004, the industry requires about two lakh-trained persons annually. As against this, the supply is only 18000 persons, which effectively came to only 12000 persons after reckoning the attrition.
She added that this huge skill gap in the industry is a cause of serious concern and the government has to find means to negotiate the huge skill gap which is affecting the hospitality sector.
Kumari Selja informed that her ministry has constantly endeavored with a multi-pronged strategy to bridge this skill gap. The approach comprises strengthening of institutional infrastructure for training, special programmes and schemes to enable and up-skill the existing service providers, standardization and certification of services and broad basing of hospitality education.
"It is in this larger context that the MoU between the NCHMCT and CBSE becomes immensely important. It is expected that by the year 2022, we will have about 5 million educated persons withtourism specific skills. This number will constitute direct employment in the Industry. The MoU, therefore, is an instrument that will significantly contribute to the realization of inclusive growth," she said.
The minister further added that currently there are 33 Institutes of Hotel Management (IHMs) and 5 Food Craft Institutes (FCIs) sponsored by the Union Ministry of Tourism. The Indian Institute of Tourism & Travel Management (IITTM) at Gwalior and its centres at Delhi, Bhubaneswar, Goa and Nellore impart MBA level education specific totourism.
She informed that the tourism ministry has sanctioned 12 new State IHMs and 11 new FCIs. In the remaining period of 11th Plan, it is intended to sanction 5 more State IHMs and 14 FCIs. These institutes will have a collective capacity to train over 27000 persons annually.
"Union Ministry of Tourism has launched a flagship programme for young citizens under the 'Hunar Se Rozgar' Scheme. The programme with a pro-poor focus envisages engaging young persons constructively by giving them employable skills. The scheme offers 6 to 8 weeks training in Food & Beverages Services and Culinary Skills. The trainees are also paid a stipend of Rs.1500/- and Rs.2000/- in addition to a set of elegantly designed uniforms. This programme, launched in August 2009, has already trained over 5500 persons by 31st March 2010,"Kumari Selja said.
She stated that buoyed by the exuberant response, Hunar Se Rozgar programme has now been extended through the state governments. State governments can empanel institutes, both government and private, having necessary infrastructure and facilities, as the implementing agencies.
The Union Government has also encouraged industry stakeholders to conduct this programme through their own resources. She said that she would also like to expand the reach ofhospitality education by involving the State Education Boards, and sought the active support of the Union Ministry of Human Resource Development in this regard.
Talking about the large numbers of unskilled and semi-skilled persons who have joined the industry, the minister said, "Obviously, such an influx in the Industry is demand-driven. It is in recognition of this fact that the ministry has launched another significant programme for imparting job training and certifying them through a system of IHMs. It aims to formally hone the skills of such people through hands on training."
She further added that this not only aids in their career progression, but also helps the ministry to recognize these certifications while classifying the hotels. This programme launched concurrently with the Hunar Se Rozgar Scheme has certified skills acquired by over 5000 persons as on 31st March 2010.
The MoU that was signed between NCHMCT and CBSE is a modest beginning to an initiative that will eventually grow into a comprehensive strategy for vocational education in the country. Under the MoU, 25 chosen schools will imparthospitality education as a full-fledged vocational stream at the plus-two level.
According to Kumari Selja, these institutes will hand-hold and guide the schools for at least 4-5 years in which time it is envisaged that this new vocational stream will become an acceptable and self-sustaining model and that the council has already designed the course curriculum for the 11th standard and that for the 12th standard will soon be ready.
Talking about the defacement and poor maintenance of heritage sites and places of tourist interest, Kumari Selja said that it is essential to sensitize the young minds about the importance of maintaining public hygiene and cleanliness, especially at the country's heritage sites and places of tourist interest. This sensitization must eventually become attitudinal and this process must begin at a very young age as a part of the formal school curriculum.
She urged upon the Minister for Human Resource Development, Kapil Sibal, to consider incorporating a chapter to this effect in the curriculum for middle school, adding that this will go a long way in shaping our national character as well.Kumari Selja said, Union Ministry of Tourism has launched a flagship programme for young citizens under the ‘Hunar Se Rozgar’ Scheme. July 19, 2010 Nksagar - Sagar Media -New Delhi :- Than Shwe heads to New Delhi to meet Prime Minister Manmohan Singh and do the Buddhist circuit thus to improve his International relations.
Myanmar head of state Senior General Than Shwe will be undertaking a crucial visit to India later this month as he tries to garner international support for his regime's efforts to bring about what he calls "disciplined democracy".Aung San Suu Kyi's National League for Democracy (NLD) has rejected the regime's move a decision that is said to have split the
NLD with another group willing to contest the polls.
Than Shwe have ordered his cabinet colleagues to take retirement from the military ahead of the polls in order to provide a civilian veneer to the current regime but this decision has apparently not gone down well with his colleagues as 25 per cent seats in the new parliament are reserved for serving military officers.

India, moving ahead in improving road connectivity and reopening the historic Stillwell Road. India in the past proposed to help Burma with institution building thus offered parliamentary training programmes to Myanmar's officials.Foreign Secretary Nirupama Rao visit to Myanmar's new capital Nay Pyi Taw for consultations in March, conveyed India is eager to increase investment in the infrastructure sector besides further cooperation in oil and natural gas exploration.
US initiating a dialogue with Myanmar when did not find the Myanmar regime to road of democracy,US envoy Kurt Campbell has cancelled his next visit. With Myanmar image building exercise, Than Shwe planned electoral exercise to improve Myanmar's image his visit to India in July last week is being seen in image building perspective.More significant is that he has decided to first visit India and then make a trip to China after a few weeks. For eighteen years Than Shwe ruled Myanmar through a cluster of military officials nodal part of the State Peace and Development Council with twenty one senior military officials chief organizers of the 1988 coup under Gen Saw Maung, Than Shwe took over the reigns in 1992 after Saw Maung suddenly resigned then pulled Myanmar into military rule for nearly two decades, the regime has been under immense international pressure to restore democracy.
Than Shwe visit to China will ease tension in Sino-Myanmar relationship.Military regime wants to revisit some of the China-brokered agreements with ethnic minority groups in North-East Myanmar where these ethnic groups been allowed to retain their arms back in the late 80s with a degree of assured autonomy.
Beijing used the common border and ethnic affinity in those areas to keep the groups under its influence which has always irked the military regime, has sought to project itself as the unifier in Myanmar.
In order to give democratic stance, Union Solidarity and Development Association led by Senior General Than Shwe is in the process of disbanding and its assets are being transferred to sister political group, the Union Solidarity and Development Party, a party official said.
The dissolution of the often violent USDA, which has stood as a nationalist social organisation for 17 years, will result in its merger with the recently established party led by serving Prime Minister Thein Sein, a well-placed source in the Union Solidarity and Development Party (USDP) campaign team told Mizzima. Observers say his recent resignation as an army general was designed to give the appearance of distance between the party and the ruling military junta.
“We will stand as a sole organisation called the USDP. The USDA will be no more. We are removing USDA signboards from all our offices across the country and those who want join our party can join and those who do not can do as they wish”, the party official said.
Removal of the USDA signboards was allowed only early this month but in Rangoon and some townships, they had been removed since last month and replaced with USDP displays.

With penalties looming for the second successive final Iniesta fired home the winner when he was put through in the area by Cesc Fabregas. Keeper Maarten Stekelenburg dived to his right and got a hand to the ball but could not keep it out.
The defeat was heartbreaking for the Dutch, who were down to 10 men after John Heitinga was sent off in extra time. It was their third World Cup final loss after 1974 and 1978.
Spain, appearing in their first final, become the second team after West Germany in 1974 to follow up winning the European championship by lifting the biggest prize of all. The Spaniards were also the first European team to win the World Cup on a foreign continent as they became the eighth name on the trophy first played for in 1930.The victory sees Spain join Brazil (five times winners), Italy (four), Germany (three), Uruguay (two), Argentina (two), England and France as world champions.
"It was a very difficult match," said Spain coach Vicente del Bosque. "We have fantastic players. We could have scored another goal or two but I think the result was deserved. It's a very happy day for me. Naturally, I'm proud." "It's unbelievable, incredible," added goalscorer Andres Iniesta. "It cost a lot of energy. To win a World Cup is an indescribable feeling. This was our work that we started a long time ago, it was hard work, but we're savouring this now."
Nobody in Spain will care but it was a ragged final, marred by a record 13 yellow cards and one red. After the goal and again at the final whistle the furious Dutch players surrounded English referee Howard Webb, claiming Iniesta was offside and also angry that Cares Puyol had escaped punishment when hauling down Arjen Robben late in normal time.
With the frenzy finish, there was little action in the first 90 minutes. Stekelenburg was forced into a save after five minutes when Sergio Ramos headed a Xavi cross goalwards while Spain forward David Villa crashed a volley into the side netting with the goal looming. A series of freekicks and bookings, including two strong challenges by Dutch midfielders Nigel de Jong and Mark van Bommel, shook Spain out of their rhythm and stopped them from producing the swift-passing game that got them to the final.
Netherlands offered little in attack and the nearest they came to a first-half goal was a bizarre incident when Gregory van der Wiel attempted to give the ball back in an act of sportsmanship. The fullback's 60-metre punt bounced up and over Spain captain Iker Casillas, forcing the startled keeper to leap and tip it to safety.
Wesley Sneijder then split the Spanish defence with a perfectly-weighted ball into the path of Robben after 62 minutes only for Casillas to save brilliantly with his feet. Villa had a shot blocked in front of the line, an unmarked Ramos headed wildly over the bar from five metres out and Puyol had his escape when Robben stayed on his feet as he was being pulled -- and was booked for complaining.
In extra time it was Stekelenburg's turn to save with his feet when substitute Fabregas was sent clear by Iniesta.Netherlands had to play with 10 men for the last 10 minutes of extra time when Heitinga was sent off for hauling down Iniesta on the edge of the box.The little midfielder got back on his feet and soon after was celebrating scoring the winner in the World Cup final after smashing the ball past Stekelenburg from eight metres.
After the restart Holland had a couple of good chances to score, Robben breaking free twice only to be thwarted by Casillas both times. Villa had a shot blocked on the line by Heitinga and Sergio Ramos headed the ball over the top with the goal at his mercy, but with the scoreline unmoved, the game went in to extra time.
Again Spain pushed forward, Stekelenberg having to be at his best to save from substitute Fábregas, and Iniesta and Navas both going close. But Holland were left with ten men after Heitinga picked up a second booking for a foul on Iniesta, and with just four minutes to go Fábregas put Iniesta through for him a drill a shot past the keeper. A goal worthy enough to win the World Cup, and Spain add the world title to the European championship they won two years ago!

National strike on hike of fuel prices
2010-07-06 06:15:59 - 6 July 2010 -New Delhi - Sagar Media -Nksagar - -NDA said that it will take-up the issue in the coming Monsoon session of Parliament. Addressing a joint press conference with JDU chief, Sharad Yadav, BJP President, Nitin Gadkari reiterated the demand of rollback of hike in petroleum prices in the larger interest of the public.
The entire Opposition has called a national strike 5 July against the recent Rs 2 per litre hike in diesel prices and decontrolling of petrol prices that led to an increase in price by Rs 3.5 a litre.
Left parties said that the response to the bandh should serve as a warning to the government not to heap burden on the people. Talking to reporters in New Delhi, the CPI(M) general secretary, Prakash Karat said that it is a message to the government to reverse its policy and roll back the prices of petroleum products. CPI leader A.B Bardhan threatened to continue the stir against price rise in the month of July.
FICCI said most of the industrial activities remained shut in Bangalore and majority of MNCs and IT firms preferred to give a holiday to their employees. In Mumbai, transport services were completely affected and traders were mostly off the market.
Congress has claimed the Bharat- Bandh as a complete flop, the Opposition described that it was a grand success. Talking to reporters in New Delhi, the Congress party spokesman, Mr. Abhishek Manusinghvi accused the BJP and the Left run state governments of instigating violence. Calling the bandh as unconstitutional, he said that it does not provide any concrete solution to the problem of inflation. Defending the recent hike in fuel prices, Mr. Singhvi said that the increase has been minimal and most reasonable.
PHD Chamber catering mainly to the northern states, said the impact was felt in Rajasthan, Madhya Pradesh and UP. Banking services were completely paralysed in Left governed West Bengal and Kerala while some disruptions were noticed in Karnataka, Madhya Pradesh, Bihar and Mumbai.
Mumbai, the financial capital of the country, and several industrialised states including Maharashtra, Gujarat, were affected, the impact was partial in many other states like Tamil Nadu and in the national capital Delhi. The 12-hour strike was called by the Opposition parties to protest the fuel price hike and rising inflation.
