Lok Sabah debate on Lokpal begin BJP Supports Anna

Leader of the house Pranab Mukherjee began the discussions with a suo moto statement on the floor.He in his speech outlined at breadth various sequence of events that has happened in the build up to the discussion in Lok Sabha on Lokpal bill.He told in detail what this government has done till date that has enabled the Lokpal bill to be laid in Lok Sabha.Pranab Mukherjee said the bill is awaiting consensus inside the Parliament for over 43 years.Pranab added that the country is standing at crossroads and we need to find solution to the problem within constitutional framework without violating the supremacy of the parliament. He said this is one of the rare occasions when the attention of the entire nation and outside is drawn to proceeding of Lok Sabha.Pranab Mukherjee beginning his speech appealed to Anna Hazare to end his fast.Pranab Mukherjee said that government all through has followed established procedures in introducing the Lokpal bill.
The three key demands of Mr Hazare are -- appointment of Lokayukta in states, bringing lower bureaucracy in the ambit of the proposed Lokpal Bill and citizens’charter in all offices to make officials work in a time-bound manner.Leader of the Opposition Mrs. Sushma Swaraj strongly pleaded to include Prime Minister in the ambit of the Lokpal barring issues regarding national security and public order. She also advocated for bringing in reforms in higher judiciary. She said BJP has already suggested the setting up of a National Judicial Commission for the purpose. Mrs Swaraj said that the anti-corruption wing of CBI must be brought under the purview of the Lokpal. Team Anna has also made a similar demand.Supporting all the three demands of Team Anna, Mrs Swaraj said common people are suffering due to corruption at lower level of bureaucracy. She said bringing this section of employees under its ambit will send a strong message. She also partially supported the demand of Team Anna on bringing the conduct of MPs under Lokpal. She made it clear that outside Parliament these members are like common citizens. This will ensure that their conduct outside the House is covered under Lokpal. On setting up of Lokayukts at state level, she said an enabling provision can be kept to allow state governments to set up these institutions with model bill of Lokpal in place. Mrs Swaraj said that the selection process for appointment of Lokpal should not be dominated by the government and proposed to have more members from outside. >
