UNSC ,US China, Russia, EU react to launch

 United Nations Security Council will meet on Friday to discuss the North Korean launch.The meeting is due to start at 10 AM, New York time.United States and European nations are likely to argue that the launch is a violation of Security Council resolutions banning North Korea from firing ballistic missiles.

China has repeated its call for calm and restraint following the failed launch by North Korea.
Chinese Foreign Ministry spokesman Liu Weimin said in a statement on Friday that China hopes all the parties can maintain calm and restraint. He also urged continued dialogue with North Korea to safeguard peace and stability on the Korean Peninsula.The statement did not say whether the launch violates UN Security Council resolutions.China's Ambassador to the UN, Li Baodong, refrained from commenting on whether the launch was a violation, only saying that maintaining peace and stability in the region is important.
The Chinese Foreign Ministry issued a statement after the launch. The statement urges all the countries concerned to remain calm and exercise restraint, while continuing contact and dialogue for peace and stability on the Korean Peninsula.

According to told Russia's Interfax news agency, Foreign Minister Sergei Lavrov said that UN resolutions contain concrete calls for North Korea not to conduct such launches. He said this is the position shared by Russia, China, the United States, South Korea and Japan.

Russia is expected to side with the Western nations. The country's UN Ambassador, Vitaly Churkin, said earlier that all the members of the Council agree that a launch would be a violation of the resolutions. 
Interfax also quoted a Russian Foreign Ministry official as saying that the launch invites serious concerns, and any action that makes it difficult to resume the six-party talks is intolerable.

EU foreign policy representative Catherine Ashton said in a statement that North Korea's launch is a clear violation of its obligations as set out under a UN Security Council resolution adopted in 2009.The 5 countries are involved in the six-party talks on North Korea's nuclear program.
