At the start of an emergency UN General Assembly meeting on Thursday participants observed a minute of silence for those killed in clashes between government and opposition forces in Syria.
Afterward Annan spoke about the latest news from Syria, denouncing the recent mass killings that residents claim took place at a village near the central city of Hama.
He said dozens of civilians, including children and women, were killed.
Annan added that government-backed militias seem to have free rein with appalling consequences.
He urged the international community to genuinely unite and speak and act with one voice.
The UN Security Council plans to hold an unofficial meeting later in the day. Its agenda is expected to include a proposal made by the United States and other nations to impose sanctions against the Assad regime.
