Respected Sir,
This inventor has been campaigning for ‘Fast Grant of Patents’ as most essential for India to Spawn Indian Multinationals and next big thing is ‘Open Access In All Public Utilities’ and have been writing to PMO on Innovative Projects, R&D and Quality of Service Issues regularly.
India shall implement OPEN ACCESS with Load Shedding Policy, Upgrading Dams to Maximize Generation, Water Storage &
Flood Control, Integrating High Efficiency Generators to Provide
Base Load, Peaking & Standby Power, Energy Efficiency etc. providing
Uninterrupted Power at Lowest Cost & High Efficiency.
OPEN
ACCESS in Public Utilities - Power, Oil & Gas, Telecom, Broadband,
DTH, Water, PDS and Transport (where India is performing very poorly but
for some patches) shall spawn globally competitive Indian
Multinationals.
OPEN
ACCESS in Public Utilities - Power, Oil & Gas, Telecom, Broadband,
DTH, Water, and Transport shall make Productive, Efficient &
Economical use of NATURAL RESOURCES and GOI shall retain their ownership
when there shall be emphasis on SERVICE than Hoarding of Natural
Resources practiced presently.
There has been total neglect of ‘Service to Consumers’ in Maximizing Profits when Electricity Distributors shall Switch of Power for 30 minutes to Fix A Street Light.
In fact even before EA2003 before Awarding Three Distribution Licensees in Delhi in 2002 I had recommended Award of Distribution Licenses to SMEs For Each 11KV Feeder who shall acquire licenses through Annual Techno-Commercial bids for each feeder.
India with such a huge Manpower Delhi didn’t require Biggest Companies listed in Indian and Foreign stock exchanges to serve 99% consumers.
OPEN ACCESS shall offer choice to Bulk Consumers or Group of Domestic Consumers like RWAs directly or through state to access Power at Base
Load for Old Base Load Domestic Consumers against states entitlements.
It is GROSS mischief to sell Peaking Power to Base Load Domestic
Consumers.
Essential Framework to Implement OPEN ACCESS >>
1. It
is Desirable to Implement ‘Load Shedding Policy & Rules’ to ensure
Uninterrupted Power Supply. Delhi’s Large Consumers who have most
Efficient Generators Like Hotels that operate at 90% thermal efficiency
are subjected to least power cuts but Domestic Consumers who provide
base load and have least efficient Invertors Generators are subjected
Frequent Long Power Cuts.
2.
India need ‘Independent Metering and Inspection Authority’ to Record
and Attend to complaints of metering and Service Disputes to AVOID
dishonest practices.
3.
India should implement ‘Unbundling of Power & Other Services in
True Sense’ – few companies ‘Generate, Transmit, Distribute, Build,
Trade Power, Own Coal Mines.’ This is not morally correct and fair when
PSU are not allowed to operate beyond their domain. All Trading
Companies ‘Must Be Totally Independent.’
4. ‘Grading & Ratings’ of services provided shall also be introduced.

All the Capital Equipment funded by consumers shall be Owned By State
at all times – Distribution Licenses are merely to Use and Operate it
and be subjected to regular audit. (Delhi Electric Distributors even
after spending Rs.8000 crores continue to Use ‘Reconditioned 30 yrs Old
Transformers & Defective Old Paper Insulated HT Cables’ that
frequently breakdown.)
6.
Load Dispatch Centers ought to ‘Monitor Loading of All System
Transformers’ at District, State & Grid Level to both ensure
Transparency in Supply of Power and to Implement ‘Load Shedding Policy
and Rules’.
Conclusions: -
OPEN
ACCESS shall promote all above – Optimize Generation, T&D, Energy
Efficiency, Quality of Service in creating Globally Competitive Power
Utilities.
OPEN
ACCESS to be implemented in all other Public Services. Indian companies
can compete with Foreign Multinationals in India & The World.
