ICJ President Calls for Prompt and
Effective Response to Terrorism
New Delhi, Dec 02: Calling for a prompt and
effective judicial response to terrorism, President of the International
Council of Jurists Dr Adish C Aggarwala today urged jurists across the world to
join hands to free the world of the menace that has hampered not only peace but
the economy of the world.
He, however, highlighted the need to put in place
safeguards to ensure that anti-terror laws themselves do not generate into tools
of terror in the hands of few.
“The end of law must be justice. Therefore, we must
ask ourselves the question as to how far we have been able to fulfil the
mission of law to deliver justice. Despite the enormity of the legal system and
the high esteem it commands, ther are some serious problems which need urgent
attention”, he said at the ongoing two day International Conference of Jurists.
Dr Aggarwala, who is also the Chairman of the All
India Bar Association, said India and many other civilized nations are passing
through a critical juncture and have witnessed an unprecedented spate of
terrorist attacks.
“Terrorism is a global problem and internationally
collaborated efforts are needed to tackle it. In these extraordinary times, the
law is expected to take the lead and to strengthen national efforts to boost
our security. It must rise to the occasion and make it conducive for an
integrated effort to curb terrorism”, he said.
The eminent jurist said the present situation
bestowed special responsibility on jurists to take a fresh look at the present legal structure and examine
the need for change.
“The endeavour must be to bolster our defence
without disregarding he basic human rights of our citizens. Safeguards must be
placed so that anti-terror laws themselves do not degenerate into tools of
terror in the hands of few”, he cautioned.
Dr Aggarwala said the two day conference has been
organized to discuss the urgent need for judicial rforms to keep pace with the
rapid changes taking place in the global economy and to reexamine te constantly
evolving role of the judiciary so as to be responsive to the needs of society.
