“Opportunities Unbound:
Sustaining the Transformation in US-Indian Relations”

Ashley J. Tellis, eminent foreign policy expert and Senior Associate, Carnegie Endowment for International Peace talks about the evolving U.S.-Indian strategic partnership that holds great potential for both countries in his latest report “Opportunities Unbound: Sustaining the Transformation in US – Indian Relations”.

Some of the key recommendations of Mr. Tellis are that  Indian policymakers should appreciate that the best way to deepen the U.S. commitment to the partnership is to work concertedly with Washington. He further suggests that India should do away with archaic protectionist policies and openly embrace economic reforms. Similarly, Mr. Tellis recommends to the US that even if New Delhi does not reciprocate every U.S. initiative and retains its traditionally independent foreign policy, the United States should devote senior leadership attention and create effective bureaucratic arrangements to expand the relationship with India. He also asks Washington to make it easier for India to purchase advanced American defense technology and cement defense industrial cooperation.

Ashley J. Tellis is a senior associate at the Carnegie Endowment for International Peace, specializing in international security, defense, and Asian strategic issues. While on assignment to the U.S. Department of State as senior adviser to the Undersecretary of State for Political Affairs, he was intimately involved in negotiating the civil nuclear agreement with India. Previously he was commissioned into the Foreign Service and served as senior adviser to the ambassador at the U.S. Embassy in New Delhi. He also served on the National Security Council staff as special assistant to the president and as senior director for Strategic Planning and Southwest Asia.
 
K. S. Bajpai was secretary of India’s Ministry of External Affairs and ambassador to Pakistan, China, and the United States. Joining the Indian Foreign Service in 1952, he was long involved in dealing with India-Pakistan issues. As director of Pakistan affairs from 1965 to 1967 - he dealt with the Tashkent Conference and aftermath—and as first ambassador to Pakistan from 1976 to 1980, when diplomatic relations were restored after the 1971 war. After retiring from government service, he was first Regents’ and then professor at UC Berkeley, first professor of non-Western studies at Brandeis University, and senior international adviser at Merill Lynch. He returned to government duty as chairman of the National Security Advisory Board from 2008 to 2010. He is also founding chairman of the Delhi Policy Group, an independent think tank, and is involved in several Track II dialogues.
