Analysis of Financial, Criminal, Education, Gender and other details of Candidates Contesting in Nagaland Assembly Elections 2013
Summary and Highlights:
- Nagaland Election Watch (NGEW), YouthNet and ADR has analyzed affidavits of 186 out of 188 candidates who are contesting in the Nagaland 2013 Assembly Elections. (Affidavit of 2 candidates are not available they are Dokiu Kecham of INC from Shamator Chessore constituency and Yanpansao Lotha an Independent Candidate from BhandarI constituency)
Financial:
- Crorepati Candidates: Out of these 186 contesting candidates, 84 (or 45%) are crorepatis. In 2008 assembly elections, 58 out of 218 candidates analyzed (or 27%) were crorepatis.
- Average Assets : The average asset per candidate contesting the Nagaland 2013 Assembly Elections is Rs 2.21 Crore. In 2008 Nagaland Assembly Elections for the 218 candidates analyzed, the average asset per candidate wasRs 1.74 Crore.
- Party-wise Average Assets: Among major parties,the average asset per candidate for NPF (60 candidates) is Rs 3.02 Crore , for INC (56 candidates) is Rs 2.85 Crore , for NCP (15 candidates) is Rs 62.51 Lakhs , for BJP (11 candidates) is Rs 14.28 Lakhs ,and for JD(U) (3 candidates) is Rs 42.57 Lakhs
- Highest Asset Candidates: The top three candidates with highest declared assets are (in decreasing order): K.L. Chishi of INC from Dimapur-I constituency who has declared assets worth Rs. 50.19 crores, followed by Neiphiu Rio of NPF from Northern Angami II constituency with Rs. 30.07 crores worth of assets and I. Imkong of INC from Jenpetkong constituency with assets worth Rs. 18.23 crores. (Please find later in the report the list of top 20 candidates with highest declared assets who are contesting the Nagaland 2013 Assembly Elections)
- Low Asset Candidates: A total of 12 candidates out of 186 analyzed have declared assets less than Rs. 5 Lakhs.
- Lowest Asset Candidates: Lingko Sangtam of BJP from Seyochung Sitimi constituency has declared that he has assets worth only of Rs. 1.01 Lakhs followed by Leiyang of BJP from Phomching constituency with assets worth of Rs. 1.50 lakhs and Bongkhao of INC from Tobu constituency with assets worth of Rs. 1.71 Lakhs. From NPF the candidate who has declared lowest assets is Sashimar from Angetyongpang with assets worth Rs 19.21 Lakhs.
- Liabilities: Only 5 candidates out of 186 analyzed have declared liabilities in Nagaland 2013 Assembly Elections.
- Liability Candidates: Only 5 candidates have declared liabilities and they are (in decreasing order): S.I. Jamir, an INC candidate from Dimapur-II constituency has declared the highest liabilities worth Rs. 1.65 Crores followed by Toshipokba of NPF from Aonglengden constituency with liabilities of Rs. 1.56 Crores, Yankithung Yanthan an INC candidate from Tyui constituency with liabilities of Rs. 68.04 Lakhs, K.L. Chishi of INC from Dimapur-I constituency with liabilities of Rs. 57.63 Lakhs and Khaiminlun an Independent from Ghaspani-II constituency with liabilities of Rs. 3.64 Lakhs.
- Undeclared PAN: 83 out of 186 (45%) candidates contesting the Nagaland 2013 Assembly Elections have not declared their PAN details.
- Undeclared PAN Party-wise: A total of 28 out of 56 candidates of INC have not declared their PAN. Similarly, for NPF- 19 out of 60 candidates, for NCP- 9 out of 15 candidates and for BJP- 7 out of 11 candidates have not declared PAN details.
- Candidates who declared Income: Only 1 candidate has declared an annual income in his ITR. He is Sujakha Rengma of NCP from Tseminyu constituency who has declared income worth Rs 6.06 lakhs in his last income tax return (Almost all other candidates have claimed to be exempted from paying Income Tax under Section 10(26) of the Income Tax Act)
- Candidates with Criminal Cases: Out of the 186 candidates analyzed, 3 candidates (or 2 %) have declared criminal cases against them. In 2008 assembly elections, 2% of the contesting candidates (4 out of the 218 candidates analyzed) had declared criminal cases against themselves.
- Candidates with declared Criminal Cases: Toshipokba an NPF candidate from Aonglenden constituency has declared a total of 2 cases including 1 charge related to Cheating. Neiba Kronu of NPF from Pfutsero constituency has declared 1 charge related to Criminal Conspirancy and P.Cheong an Independent from Mon Town constituency has charges against him under Motor Vehicle Act.
- Party wise Candidates with Criminal Cases: NPF has 2 out of 60(3 %), and 1 out of 37 Independentcandidates (3%) have declared criminal cases.
- Candidates against whom charges have been framed: Out of these 3 candidates with self declared criminal cases, charges have been framed against 1 candidate. He is Neiba Kronu an NPF candidate from Pfutsero constituency with 1 charge related to criminal consipiracy.
Other Background details (Education, Gender, Age):
- Candidates’ Education: A total of 136 (73%) candidates (out of 186 analyzed) are graduates or have higher degrees in the Nagaland 2013 Assembly Elections.
- Candidates’ Age: A total of 7 candidates, out of the 186 that have been analyzed, are of more than 70 years of age. 25 Candidates are less than 40 years of age. 3 candidates have not provided their age in the affidavits, they are: Noke of NPF from Tapi constituency, Asu Keyho of Kohima from Western Angami constituency and S. Akho Leyri an Independent candidate from Melluri constituency.
- Women Candidates: Out of 186 candidates analyzed, 2 (1%) women are contesting the Nagaland 2013 Assembly Elections. They are Rhakila of BJP from Tuensang Sadar-II constituency and Dr. Yangrela an Independent from Mokochung Town constituency. In the Nagaland 2008 Assembly Elections, out of the 218 contesting candidates, 4 (2%) were women. There are no women MLA in the outgoing Nagaland Assembly.

- Candidates Contesting Again: 102 re-contesting (candidates who contested elections in 2008 and in 2013 are again in the fray) candidates have been analyzed for the Nagaland Assembly Elections 2013.
- Average Assets in 2008 Elections: The average assets of these 102 re-contesting candidates fielded by various parties in 2008 was Rs 2,34,30,518 (2.34 crores).
- Average Assets in 2013 Elections: The average assets of these 102 re-contesting candidates now in 2013 is Rs 3,02,63,988 (3.02 crores).
- Average Asset growth in 5 years (2008-2013): The average asset growth for these 102 re-contesting candidates, between the Nagaland Assembly Elections of 2008 and 2013, is Rs 68,33,469 lakhs (68.33 lakhs).
- Percentage growth in 5 years (2008-2013): Average percentage growth in assets for these 102 re-contesting candidates is 29%.
- Highest growth In Assets in 5 years (2008-2013): Neiphiu Rio of NPF from Northern Angami-II constituency has declared maximum increase in assets with an increase of Rs 23.83 crore i.e from Rs 6.23 crores in 2008 to Rs. 30.07 crores in 2013 (In 2008, Neiphiu Rio didn’t provide the information related to the value of Deposits in 5 Bank Accounts and 3 Insurance Policies). Assets of Tokheho (of INC from Dimapur-III constituency) have increased by Rs 11.49 crore, from Rs 2.25 crore in 2008 to Rs 13.74 crore in 2013 (In 2008, Tokheho didn’t provide the information related to the value of 4 Insurance Policies and 2 Motor vehicle). Assets of K. Konngam Konyak (of INC from Phomching) have risen by Rs 10.62 crore, from Rs 31.50 lakhs in 2008 to Rs 10.94 crore in 2013 (In 2008, K. Konngam Konyak didn’t provide the information related to the value of a Motor Vehicle).
- Highest Percentage growth in 5 years (2008-2013): The highest percentage increase (20100%) in assets has been declared by B.S. Nganlang of JD(U) from Longleng constituency. The assets of B.S. Nganlang increased from Rs. 10,000* in 2008 to Rs 20.20* lakhs in 2013. Er. Levi Rengma an Independent from Kohima constituency has declared an increase of 8837% in his assets have risen from Rs. 2.29 lakhs* in 2008 to Rs 2.04* crores in 2013 (In 2008, Er. Levi Rengma didn’t provide the information related to the value of Deposits in a Bank Account, a Motor Vehicle and Non-Agricultural plot of land). Shami Angh of INC from Longleng constituency falls in third position with 5720% increase in assets; his assets have grown from Rs 25,000* in 2008 to Rs 14.55* lakhs in 2013. (* this figure contains only that sum of money that has been explicitly provided in the affidavits, this figure doesn’t include the value of assets for which value wasn’t provided in the affidavits)
- Asset decrease in 5 years (2008-2013): 16 candidates have reported decrease in assets in 2013 as compared to the value of their assets in 2008. Among them the highest decrease has been shown by T.N. Nguille (almost 93% decline in assets,Rs 2* crore in 2008 to Rs 13.28* Lakhs in 2013) of BJP from Tyui constituency, S.I. Jamir (89% reduction in assets, from Rs 35.33* crore in 2008 election to Rs 3.87* crore in 2013) of INC from Dimapur-II constituency, and Kiyanilie Peseyie (81% decline in assets, Rs 9.04* crores in 2008 to Rs 1.72* crore in 2013) of NPF from Western Angami constituency.
