India and Pakistan had witnessed some of the most Dreadful & Disgraceful Floods – Uttarakhand worst natural disaster in terms of Human Loss and Pakistan Floods of 2010 were Worst Ever Disaster in the World in terms to ECONOMIC LOSSES, submergence – Uttarkhand Disaster was mainly due Weird Idea of Rain Water Harvesting on Fragile Hill Slopes on 1.9m Hectares & not building Storage Dams on INDUS RIVER that would have absorbed all the Floods & Debris. Pakistan Floods were partly reduced by Bhakra, Pong & Thein Dams but no storage dams in Kashmir, HIMAYALAS to absorb floods.
New Hydro Power Policy should promote Storage Dams that shall fully utilize Hydro Power POTENTIAL with INCENTIVES to Hill States to Fund Their Own Multipurpose Projects – Get 50% and 100% of Power Benefits in Central/Joint Ventures and State Owned Projects, to sell surplus power under long term PPA with Lower Basins, & Lower Basins to regulate Dams for Flood Control respect.
PROMOTE - Bhakra Dam Benefits Power Flood Control & Water Storage, Supply. Life 200-500 Yrs. STOP – Damage to Mountain Slopes Uttarakhand 1.9m Hectare Water Harvesting Program – Land Slides Damage Everywhere.
Old Executive Summary: - When dams are backbone of any civilization – Storing Water for Irrigation, Municipal Supplies and Industry, Generating Power, Flood Control, Recreation, Navigation, Fish Production, Road Bridges and House Boats etc., Dam being built in our hill states with tremendous hydro power potential are Most Expensive Lame Duck Hydro Projects operating or Planned to Operate at less than 39% Load Factor. Satluj River Basin upstream of Bhakra Dam has 105 BU of Electric Energy in Himachal Pradesh – over 140 BU including River Basin in China so at 80% efficiency India should be producing 84 BU to 112 BU (with China Collaboration) of electricity every year. As per latest CEA report Actual Hydro Power Generation on Dams Upstream of Bhakra Dam in Satlej Basin for above average year 2011-12 is 11.5 BU. It is MOST SHOCKING all the SILT carried by Sutlej River is bypassed through all Dams on Sutlej River upstream of Bhakra Dam to be dumped in
Bhakra Dam - the primary storage dam on the river and lifeline of Punjab, Haryana and Rajasthan.

Rupin HEP has Three sites Nargani Diversion Barrage, Rupin Dam and Power House spread over 10 kilometers and Red Line represents Tunnels drilled in Himalayas. There is no Storage therefore Power Generation entirely depends on Inflows therefore Most Unreliable.
Just a Look it is Obvious Almost The Entire Catchment (Shaded Area) water in flows are not captured by the RUPIN 45 MW HEP – Flood Water Bypass Project, Shaded Area Flows are not Captured, and 20% water is lost in De-silting – Real Load factor of this project is barely 25% to 30%.
Two 120m Storage Dams, one in the middle and at the bottom would capture 100% Flows and Generate Maximum Power As Base Load or For Long Peak Hours.

2.1 Power Benefits: The energy benefits from the project have been assessed as about 905.0 MU and 1092.24 MU per annum in 90% and 50% dependable years respectively. Out of this 1.2% of the units generated shall be accounted for auxiliary consumption and 0.5% shall be taken as loss in the transmission upto bus bars. Thus, the net energy available at bus bar will be 889.67 MUs. The project envisages peaking operation of 3 hrs. in two spans of 1.5 hr. each in a period of 24 hrs.

NEW HYDRO POWER POLICY [NHPP]
NHPP is Key to Economically & Speedily Develop Hydro Power Potential, Dam projects that are entirely within the Upper Riparian like Rupin HEP.
Columbia Water Treaty between US & Canada is IDEAL for MULTI-PURPOSE HEP.
Lower Riparian partly fund the Storage Dams in Upper Basin to Store Water for Flood Protection & Multiple Uses by Lower Riparian with control to operate Storage Dams for Flood Control.
NHPP should allow Upper Riparian HP, UK and J&K to Develop Maximum Hydro Power Potential Building Storage Dams.
Central Government may contribute 100% of cost in case of PSU project and 50% in case of State PSU developing the project. 50% of the power generated shall be sold to Lower Riparian on Long Term PPA and 50% to Upper Riparian.
Pakistan too shall opt for this NHPP and prefer J&K to develop Storage Projects for Maximum Power Generation, Flood Control and Irrigation shall accrue to Lower Riparian. PAKISTAN THUS SHALL GET 50% POWER & FULL STORAGE BENEFITS.
INDIA TO OFFER THIS NHPP TO NEPAL, SIKKIM & BHUTAN ALSO.
