Lame Duck SIWI WATER PRIZES 2014 to John Briscoe

I knew more about Water issues as 5 years old than John Briscoe and
scores of Global Universities and SIWI Water Prizes have gone to most
undeserving which in itself is 10 times bigger tragedy than Climate
Change. In the end I had reported 'Can India Have DAVOS SWITZERLAND
Like Air & Water Quality'.

This critic told Pakistan Deputy Chairman in May2008 Pakistan Planning
Commission about Indus Water Treat 'If India Build's 20 BCM Storage in
India, Pakistan Shall Get 20 BCM addition water for Summer Months
(More Than Double Available in Winter Months) regulate 30 BCM water
supply, Provide Flood Protection to 5 Million Hectares, 30% increase
in Power Generation, Increase Life of Tarbela & Mangla Dams by 200
years, Supply Clean Blue Water for many hundred years - In Absence of
Storage Dams Some Day Pakistan Will Get Severe Floods' - ALL THESE
PAKISTAN SHALL GET FREE. Benefit to India are two Optimum Power
Generation and Executing Projects in 2-3 years than 10-30 years - even
benefit Power is 40% of Potential for Run Of River Projects. None of
these and in 12 points are included in John Briscoe award winning
writings - basically compilations of other equally Dull Brains.

Indians are poor because we are led by Incompetent Indian-Foreign Experts.

Yet another DULLARD has been awarded Swedish Water Prize considers
equivalent to Nobel Prize. John Briscoe lived in India and Ganga Basin
is most Underdeveloped River Basin with over 500m population. Most
stupid was his favorable comments towards River Linking - we in
villages don't connect Irrigation Source in different plots within a
village.

He failed to Emphasize in WB Reports First just 400 BCM water out of
1869 BCM is diverted for all uses - just 200 BCM is delivered and even
less is utilized. Second water can be most Economically Stored in
Multiple Dams. Third storing water in village Dug Up ponds is most
inefficient and most costly and of poorest quality. Four Water Quality
of All Dams Like Bhakra, Pong and Thien on Easter Indus Rivers is A
Grade. Five - that Large Dams are World's MEGA Water Treatment Plants.
Six - Instead of utilizing Clean Canal Water for Potable Water Supply,
Contaminated ground water is used for water supply, necessitating
Water Treatment, Storages, Home Pumping & Storages and Water
Treatment. Seven - Indus Water Treaty is Worst in the World for Water
Resource Development. Eight -Benefits of flood protections alone due
to dams are 10 times than displacement caused. Flood protection Bhakra
Dam exceed 1 million hectare but Pondage is 16000 hectares or 1.6% of
Flood Protection. Nine - Pakistan is utilizing 80% of its Surface
Water Resource better than any country in the world, not really
running dry but Unlined Canals and Distribution waste say 75% of
water. Ten - Punjab in India using just 12 maf surface water produces
more Food than 16 times larger Pakistan using 10 times more water.
Eleven - Delays in Execution of Dam Projects Inflate Cost By Say 3-10
Times and Benefits are Delayed 10-30 years. Twelve - Didn't support
200,000 MW Multi Purpose Projects in Himalayas from J&K to Arunachal.
Instead of owning up failures are Rewarded with SIWI Water Prices.

I met John Briscoe around 10 years ago at Water Seminar at JNU
organized by anti Dam Lobby. I went there with a mission to explain to
Lame Duck Water Experts that Narmada Canal capacity is 4 times of
water allocated to Gujarat - 40,000 cusecs than 10,000 cusecs - that
overdesigned shall be most difficult to maintain and most inefficient.
Since then 60% of Narmada Water has been diverted - 3maf for Drinking
Water & Industry, 1 maf Sufalam Sujalam Canal upstream of Narmada Main
Line and 1 maf for filling some hundred dams in Saurashtra. So as of
today Canal capacity required is 5000 cusecs against 40,000 cusec
canal installed. Just 6% of command area of Narmada Canal System is
irrigated even after 35 years of development. There is even Worse

Though I explained the 'Narmada Basin Projects -Report of 1999' but
was not allowed to give presentation even in Lunch Time when
projectors were on and free.

I asked grand father when he told me that he has share in three
Persian Wheels in 1960 located around 14 acre plot located at the
boundary, One 100% owned was at shorter side of rectangular plot 1:4
ratio - he explained plot size was reduced over generations and trees
around the Persian wheel were say 30-40 years old - I then asked him
why he didn't raise crops in May-June on over 90% area. He explained
water in the well dries up in few hours operating Persian wheel and
water in open channel wouldn't go beyond say 100 meters or lose 80% -
all it required were two things a 4 inch 10 meter driven through
bottom of the well connecting abundant source of water and 6 inch dia
400 meter long set of pipes. Had the Persian wheel located in the
middle it would have required just 200 meter pipe and could have
served over 50% area even in May-June. First Diesel and then Electric
Tube-wells solved irrigation problem in Punjab and other states but
real issues were not addressed.

Tragedy is even 54 years later Tube-wells are not located in the
center of plots and water is carried in open channels.
