I was waiting for someone in BJP to respond to Arvind Kejriwal
charges, particularly to issues of women in Healthcare & Education -
just 9 Lady Doctors in 318 GoG Primary Health centers all over Gujarat
for 25 million women and no toilet for Women Teachers in Gujarat
Schools is absolute shame for India.

Not a single women of Gujarat could be selected from Gujarat in India
Civil Services 2012 and there are three men in top 500 for 5%
population, at Chai Pe Charcha women were attentively watching Con
Star Modi.

55% of women in Gujarat are anemic due to poverty and inadequate food
consumption and expensive vegetables. A kg of iron rich vegetables are
procured from farmers at Rs.5 kg but retailed for Rs.20 to Rs.50 per
kg.

There are over 5000 schools in Gujarat that has only one school
teacher and good percentage are women. Majority of schools have 2-3
teachers - How can they manage many hundred school children each and
what kind of education they provide?

But at Chai Pe Charcha Modi again repeated JOKE - even Buffalos in
Gujarat get Cataract Surgery.

None of the women, invited by BJP party to Chai of Modi, asked
questions related to poor education and healthcare in Gujarat.

State budget on Education & Health each is not even 0.5% of Gujarat GDP.

Tax collection in Gujarat at 11% of state GDP is lowest when Industry
sector contribution is highest in India.

Ahmedabad: Raising the spectre of "snoopgate", the Aam Aadmi Party
leadership on Saturday alleged that people hosting them in Gujarat
were grilled by police. The former Delhi CM Arvind Kejriwal claimed he
was fortunate not to have been killed in an "encounter" in the last
three days of his Gujarat tour.

    In a frontal attack on the Narendra Modi administration, Kejriwal
and his colleagues referred to the attacks as the CM's "dadagiri." AAP
leaders have been attacked five times in the last three days with
their Ahmedabad rally on Saturday evening being disrupted by stone
pelting and black flags.

    In fact according to AAP leader Sanjay Singh, Kejriwal's car was
attacked again as he headed for the airport after addressing a crowd
of around 20,000 in the city.

    Terming the 2014 elections as a "dharam yudh", Kejriwal ended his
whirlwind tour of the state seeking to address a national audience
even as he stuck to local issues like corruption, health, education
and hitting out at the much-touted Gujarat "development model". By
challenging Modi on his home turf, Kejriwal seems to have scaled up
his party's standing at the national level while denting the Gujarat
CM's "invincible" image.

    Describing Modi as a "property dealer", Kejriwal continued his
offensive against industrialists Gautam Adani and Mukesh Ambani as he
addressed his first rally in the BJP stronghold of Bapudham in the
city. "Just as Hooda is a property dealer in Haryana, Modi is a
property dealer for Adanis and Ambanis," he said.

    Kejriwal said people of Gujarat had the responsibility of exposing
Modi's "lies" about development.

    Reeling off statistics on agriculture, health, education and
infrastructure, Kejriwal made a strong pitch against the "flawed"
Gujarat model to a national audience. AAP leaders including 33 teams
have been on an "audit" in 26 districts of the state. Kejriwal read
out a veritable rate list of the amount of bribes required to get work
done in the state whether it was getting ration through the public
distribution system, a drivers' licence or a government job. Alleging
that a government hospital had been gifted to Adani, who was now using
it as a "for profit" venture, Kejriwal said, "Today it is a hospital.
Soon it will be all of Gujarat".

    The AAP leader continued his broadside against the media saying
they were responsible for misguiding the people. The allegations came
even as AAP members said TV channels had stopped broadcast of
Kejriwal's speech.

    He said Modi had enacted his own Article 370 in the state making
it impossible for people to own land. "Outsiders who have lived in
Gujarat for the last 50 years are now forced to sell off their land,"
Kejriwal said. AAP leaders also alleged that there was no difference
between Modi and Congress president Sonia Gandhi's son-inlaw Robert
Vadra who had acquired land "stealthily" from farmers to sell it at a
profit.

Narendra Modi's 'chai pe charcha' on women empowerment: Highlights
New Delhi: BJP prime ministerial candidate Narendra Modi today
answered queries on women empowerment by people across the country and
abroad through the party's 'Chai Pe Charcha with NaMo' programme on
the occasion of International Women's Day. Mr Modi interacted with the
public at 1,500 locations through Internet from the party's
headquarters in Delhi.

Here are the highlights:

*    I am seeing so many men in front of me. At least today I would have
hoped to see more women.

*    Women are playing an important role in nation-building, we can't
deny that. At the root of all problems is how boys and girls are
looked at differently even within the family.

*    We need to change the outlook in the society.

*    Women should be free to choose, whether it is about their career,
education, marriage or having a family.

*    Discrimination against women is the root of all troubles.

*    Mahatma Gandhi said when a woman is educated, two families are
educated. I will add...not just two families but two generations are
educated.

*    I found that many schools did not have toilets and so girls dropped
out. I have run a campaign in Gujarat to improve this.

*    Not just primary education and literacy, if we focus on other areas
like offering incentives for women in research, we may get good
results.

*    Women are in the teaching profession in great numbers. This is a good sign.

*    Every problem has a solution, you need resolve and intent.

*    The Centre has set up Rs 1000 crore Nirbhaya Fund. From what I
know...not a single penny has been spent.

*    There are laws for everything but that is not enough. We need speedy
justice to create fear in those who commit crime against women.

*    If India has to increase its GDP, we have to increase the
participation of women in our economy.

*    I believe women are quicker than men to adapt to new technology.

*    Economic freedom plays a very important role in empowering women.

*    We need to work on improving the image of the police in India.

*    We need to recruit women in police forces in greater numbers.

*    Women are good at repaying loans, we must ensure flow of finances to
women's self-help groups and cottage industries.

*    Gujarat is the only state to have cataract operations for animals
and that is done via public-private partnership.

*    All the gifts I get as chief minister are auctioned and the proceeds
go towards educating girls.

The other side of Gujarat: 41% kids underweight, 55% women anaemic

The magnitude of problem of malnutrition among children and anaemia
amongst women in India, including Gujarat, is borne by the fact that
41 per cent of children are underweight and 55 per cent women are
anaemic.

These grim realities were revealed by the Union Minister of State for
Women and Child Development, Ms Krishna Tirath, in the Rajya Sabha in
reply to a question raised by Mr Parimal Nathwani, Jharkhand MP and
group President of Reliance Industries Ltd.
According to the Third National Family Health Survey of 2005-06, as
many as 40.4 per cent of children under three years of age were
underweight and 55.3 per cent women in the age group of 15-49 years in
the country were anaemic. In Gujarat, the numbers matched the national
average, at 41.1 per cent underweight kids and 55.3 per cent anaemic
women of 15-45 years, according to a statement from Mr Nathwani's
office here.

During the Eleventh Plan, the Union Government spent Rs 43,829.53
crore as against the budgetary allocation of Rs 43,186.70 crore on the
Integrated Child Development Services (ICDS) scheme. The Government
introduced two new schemes during 2010-11, namely the Rajiv Gandhi
Scheme for Empowerment of Adolescent Girls (RGSEAG) known as SABLA and
the Indira Gandhi Matrutva Sahyog Yojana (IGMSY). The National Rural
Health Mission (NRHM) was also introduced during Plan.
The minister, however, made it clear that the responsibility of
implementation of most of the Government schemes lay with the State
Governments/union territories administration. The States have been
advised from time to time to set up State Nutrition Council and other
mechanisms to address the issue of malnutrition, she said.

High court seeks Gujarat Cancer and Research Institute's reply to graft charges

AHMEDABAD: The Gujarat high court on Thursday sought a reply from
Gujarat Cancer and Research Institute (GCRI), Gujarat Cancer Society
and the state health department on allegations of corruption and
deviation from public services.

A PIL filed by Jan Sangharsh Manch accused GCRI of denying treatment
to poor cancer patients who don't have BPL cards and cited various
cases where relatives had to beg for money to get patients treated. It
has also brought to the bench's notice the recent death of a
15-year-old cancer patient from Nadiad, Raju Bodana, who died after
allegedly being denied treatment by GCRI, which is at the Civil
Hospital campus.

Counsel for the institute, however, said they learned of such an
incident for the first time. The court sought an explanation from the
authorities.

The PIL demanded an investigation into various allegations by a
committee of the health secretary and leading oncologists. It has also
sought directions to authorities to improve the condition of the
hospital and better use of funds as it is funded by the public money
and enjoys tax exemptions.

Advocates Mukul Sinha and Utpala Bora have mentioned in the petition
that the GCRI was set up with a noble aim to serve cancer patients,
but the authorities have indulged in "corrupt practices by making
illegal appointments by giving a go-bye to procedures". They have
alleged that part-time doctors and other staff are shown as full
timers before the Medical Council of India.

The PIL has said when the institute functions with part timers, it
would naturally not be able to meet the requirements. Even the state
government once asked it to cancel some 177 posts. The PIL has also
accused the authorities of "misusing public funds by creating posts
and favouritism". Besides, there are allegations of arbitrary
behaviour and indulgence in commercial activities by entrusting
equipment to certain doctors on a monthly rent.

Gujarat next only to Uttar Pradesh in incidence of oral cancers

Ahmedabad: Of the 12 to 15 lakh oral cancer patients in the country,
Gujarat now has 2,75,000 lakh oral cancer patients which is next only
to Uttar Pradesh, say experts at the Oral, Head and Neck Cancer
Awareness Week celebrated worldwide during May 8 to May 14. Activities
to raise awareness against the use of tobacco have already begun in
the state a fortnight prior to World Anti-Tobacco Day which falls on
May 31.

Revealing the data, experts said that about 22% of the global head and
neck cancer cases and 29 percent of global deaths due to head and neck
cancers occur in India.

Moreover, 85% of total oral, head and neck cancers are linked to
tobacco use and due to widely prevalent practice of chewing tobacco
oral, head and neck cancer are the most common type of cancers in
India as 40% of the total cancer cases in India are of this type.

Dr. Kaustubh Patel, head and neck cancer specialist from HCG-Medisurge
hospital, said, "The state has the second highest number of oral
cancer patients after Uttar Pradesh for oral cancer cases which are
largely linked to use of tobacco. And the cases of women affected with
oral, mouth cancers in the state are also on the rise." About 60% of
all cancers found in males are linked to use of tobacco, while about
20% of the all cancers in females are found to be linked to the use of
tobacco in the state.
Moreover, cancer is gradually emerging as the number one killer
worldwide and is about to overtake heart ailments which till now are
registered as the cause for maximum number of deaths globally.

About 6,52,091 -- 26.6% -- of the deaths world-wide occur due to heart
attacks, while 5,59,312 deaths, 22.8% are from tobacco use. "And the
gap is narrowing each day with a staggering rise in cancer related
deaths the world over," added Patel. The most worrisome fact is that
every year about 2,74,300 new oral, head and neck cancer cases are
detected in the country which registers about 1,45,000 deaths due to
cancer every year.

Dr. Vivek Bansal, a radio oncologist, said, "With latest combination
therapies in which all three type of medication regime that are
surgery, chemotherapy and radio-therapy are fused together to treat,
about 60 percent of the borderline cases of oral, head and neck
cancers have benefited.

And this new approach helps to preserve the facial and other organs as
well as helps to preserve the speech.

Under traditional medical approach, patient's often lost their speech
after extensive surgery for oral, head and neck cancers."

Cancer capital of India

AHMEDABAD: A comprehensive ban on gutkha across the state from
September 11 declared by the CM Narendra Modi might just be the
panacea Ahmedabad needed to safeguard its youth from the jaws of
death. Ahmedabad is the capital of oral cancers caused by tobacco
consumption in India. Against the average prevalence of 40 per cent
tobacco-related cancers (TRC) in India, the prevalence of TRC is
Ahmedabad urban and rural population is a staggering 55 per cent,
revealed figures.
This is primarily because of easy availability and high consumption of
gutkha and other related products in Gujarat which have hooked not
only young men but also women and school going children. In fact, it
is common to find children with stained teeth studying in primary
schools in Gujarat villages. By the time, they reach 9th or 10{+t}{+h}
standard, many of them are unable to open their mouths properly due to
pre-cancerous conditions setting in.

"Studies have revealed that most of the people with oral cancers
started consuming gutkha when they were aged 15 years or below. Gutkha
has emerged to be the single most dangerous substance of death which
is freely available in the market at highly economical price. It is a
cheap means to induce death in the youth", said Dr Parimal Jivrajani,
associate professor and head of the department of community oncology
and medical record at Gujarat Cancer Research Institute (GCRI).

Dr Jivrajani said that he has come across cases where students as
young as eight years were addicted to gutkha and tobacco chewing. The
menace of gutkha addiction is higher in rural areas where women as
well as children are addicted to it.

It needs mention that the gutkha ban will be implemented under the
Food Safety and Standards Act, 2006. It will be enforced at a time
when the state is celebrating 2012 as Yuva Varsh as part of the 150th
birth anniversary of Swami Vivekananda. Modi chose September 11 as the
date to bring in the regulation as it was on this day, in 1893, that
Swami Vivekananda had delivered his famous address to the World
Parliament of Religions in Chicago.

Director of GCRI Dr Shilin Shukla said that 17 per cent women are
addicted to gutkha and other forms of tobacco in the state while the
number of men is 55-60 per cent. "Gutkha ban has come at a critical
juncture as there was a dire need to protect the youth from falling
prey to gutkha addiction and resultant oral cancers", said Dr Shukla.

11 from Spipa crack UPSC final selection exam

Top three rankers from city-based institute include two IIMA grads and
an AMC administrator.

Eleven students from Sardar Patel Institute of Public Administration
(Spipa) in the city have done the institute proud by featuring in the
Union Public Service Commission (UPSC) final selection list announced
on Friday. Officials at Spipa observe an increase in quality as well
as the number of candidates from rural areas of the state.

However, none of the institute's 32 candidates who appeared for the
main exam or the 76 who gave the preliminary exam in 2012 could make
it to the top 100 in Friday's list.

The highest ranked Spipa candidate is Sagili Shan Mohan at 132nd.
Other Spipa students to have made it into the top 500 list include
Bhor Sing Yadav and Dharmendra Herma at 328th and 439th positions
respectively.

While Mohan and Yadav have completed their management degrees from
Indian Institute of Management, Ahmedabad (IIMA), Herma has a masters'
degree in commerce and works as an assistant commissioner with
Ahmedabad Municipal Corporation (AMC).

Officials at Spipa said that with 11 students clearing the final
selection process this year, the total number of students from the
institute having cleared the main exam has reached 100, since its
establishment in 1992. Deputy director general at Spipa, Dinesh Patel
said that over time, the quality of its candidates appearing for the
exam has kept improving, as is evident from the students clearing the
final selection process this time.
"From the 11 students who made it in the list, two are from management
background, three are medical students and five candidates are
engineering students," said Patel.
Another notable point is the gradual increase in number of candidates
from rural parts of Gujarat. This reason for this could be increasing
awareness among students, as well as the availability of Gujarati
language and Gujarati literature as options.
