It is Horrible – IAS Officers with over 35 years of service as
Secretaries can’t even write few lines Honestly & Correctly. I have
seen Chief Secretary of UP TSR Subramanian standing and bending like
Orderly when Chief Minister of UP was seated and I was explaining to
him technologies to reduce T&D Losses in UP.
    
Expert Committee Report exposed all the lies of PC Parakh.

Fact I – Screening Panel of 12 was mostly IAS Officers – No PM or
Minister. Annexure -B

Fact II -  Eligibility to apply for Coal Mining Block was as low as
Rs.50 crores Net Worth. [For 2.5mt Production/Yr for 30 Years or 75
million tons was Rs.200 crores or Rs.27 per ton.]  Annexure -D
    
Fact III – Bank Guarantee for Performance was just Rs.40 per ton when
imported coal price was around Rs.4000 per ton.

Fact IV – PC Parakh was seeking ‘To Read Official Noting in Cabinet
Secretary Files in June2009’ means Some Vigilance Case was Pending
even Before CAG report. Annexure – C

This implies Any Businessmen could apply for Coal Blocks.

PC Parakh IAS was M.Tech Geology passed out from IIT Rooree 1966. He
served in Mining Companies NMDC and HCL and was director of Marketing
and Exploration of MoPNG responsible for ONGC and OIL.

It was Thoroughly Corrupted Policy. The report actually assumed 1. No
Hydro Power shall come, 2. No Nuclear Power shall be available when
Indo-US negotiations were going strong and 3. When RIL and Gujarat
State Petroleum Corporation Reported World Record discoveries in 2002
and early 2005 yet assumed Gas Power generation shall be costly or
Unaffordable But favored 4. Coastal Thermal Power Plants Based on
IMPORTED COAL which all we know was VERY VERY expensive even then
$70/T + $20/T for shipment plus local handling $10 or $100/T – $66/T.
Many times Coal India mining cost that also includes wages to Lakhs of

a) A minimum net worth of Rs.200 crore for being eligible for blocks
in categories (ii) (a) & (ii) (b) above. The minimum net worth
requirement to rise by Rs. 100 crores for every whole multiple of the
minimum mine capacity of 2.5 mt proposed under these categories. A
minimum net worth of Rs.50 crore for blocks in category (ii) (c) above
rising in steps of Rs 25 crore for each whole multiple of the minimum
production potential of 0.5 mt. And finally, a minimum net worth of Rs
5-20 crores, depending on the size of the deposit, for blocks in
category (ii) (d) above. P-67.

d) An unconditional bank guarantee at the rate of Rs.40 per ton of
coal to be mined per annum. The bank guarantee to be only Rs 10 per
ton of coal to be mined for blocks in category (ii) (d) above. (4.26
