Despite dramatic weakening in global energy markets, economic expansion in Asia - particularly in China and India - will drive growth in world energy demand over the next 20 years according to the new edition of the BP Energy Outlook 2035. Global demand for energy will rise by 37% from 2013 to 2035, on average by 1.4% a year. Rising energy demand also means increased greenhouse gas emissions.  

The sector that pumps out more than one-third of Ontario's carbon pollution will only contribute one-tenth of its 2020 emissions reductions.  Clearly, the transportation sector isn't pulling its weight. 
Economics 101 says put a price on harmful activities and encourage economically valuable ones. That's the principle behind ecofiscal policies.
