SC seeks details of Rs 3,000-crore Nirbhaya Fund
SC questioned the government to make optimum use of Rs 3,000-crore Nirbhaya Fund meant for payment of compensation to victims of rape and other forms of sexual abuse would remain a “lip service” unless it was put to use effectively.The court was hearing a PIL filed by advocate Nipun Saxena seeking the court’s direction to the Centre to formulate plan for relief and rehabilitation of rape survivors.
A Vacation Bench comprising Justices PC Pant and DY Chandrachud made the remark while issuing notice to all states, directing them to furnish within six weeks the schemes they had put in place for such victims and for preventing crimes of this nature.The Bench passed the order after senior advocate Indira Jaisingh, assisting the SC in a case arising from nine PILs on the issue, pleaded that the states were not giving necessary information to her.
Nirbhaya scheme provides for compensation to victims.Jaisingh told the Bench that the states were supposed to set up one-stop crisis centres in each district for helping rape survivors, but they had not furnished information if they had done so. As many as 653 such crisis centres were supposed to be in place across the country.While some of the states were paying Rs 10 lakh, others were giving as little as Rs 25,000 or slightly more, she noted the different state governments grant varying amount as compensation to rape survivors ranging from Rs 10,000 in Odisha to Rs 10 lakh in Goa. Maharashtra is the only state which has not framed rules for compensation as per Section 357A of Criminal Procedure Code.

Trump now has 1,238 delegates after a number of the party’s unbound delegates said they would support the New York billionaire at the Republican national convention in July.
“I think he has touched a part of our electorate that doesn’t like where our country is,” said Pam Pollard, the Republic chairwoman in the state of Oklahoma who is among these unbound delegates.
The Republican primary effectively ended when the New York billionaire won the crucial victory in the Indiana primary earlier this month. His last two remaining competitors at the time, Texas senator Ted Cruz and Ohio governor John Kasich, quitted within 24 hours afterwards.

G-7 Summit the 30+page declaration
Group of Seven (G7) advanced economies wrapped up their latest summit in Japan, with the adoption of a declaration suggesting that the rich-country club is being hijacked and is in danger of being sidetracked.
G-7 Summit , The 30-plus-page declaration mainly dwells on economic issues, including the group’s plan to address their economic weakness and global economic recovery.
Yet thrusted in the lengthy development-centered paper is a chapter about G7’s “concern” over the situation in the East andSouth China Seas. None of its member countries, except Japan, is a party directly involved in disputes over the East China Sea.
The very existence of the chapter in the declaration has exposed Japan’s self-serving calculation in instigating the G7 into supporting Tokyo’s own interests.
Japan’s hidden agenda had been laid bare with its intensive diplomatic endeavor, including Japanese Prime Minister Shinzo Abe’s recent Europe trip and Foreign Minister Fumio Kishida’s Southeastern Asia tour, both of which were restlessly used by Tokyo to hype up the South China Sea disputes.
However, the vaguely written statement, though giving rightist Abe something to gloat over, is some distance away from his original intention of making a big fanfare of the maritime issues at the two-day summit in Ise-Shima.
The G7 had been reluctant to speak for the ill-intentioned host, indicating its desire to stay neural over issues beyond the founding purposes of the group.
Ramming self-serving priorities into agenda of bilateral and multilateral meetings is Japan’s notorious stock-in-trade. Its habit of diverting attention to its own interests, regardless of others’ concern, has made itself tons of criticism.
More importantly, Japan should be the first to heed the G7’s remarks over the maritime issues and reflect on its own flame-stoking moves before urging others to refrain from “unilateral actions which could increase tensions.”
In 2012, the Japanese government announced an illegitimate “purchase” of China’s Diaoyu Islands, marking the start of a tense situation in the East China Sea. Tokyo’s ensuing attempts to reverse its pacifist constitution to send troops overseas have further heightened regional tensions.
While in the South China Sea, Japan has colluded with the United States by making unremitting efforts to increase tensions so as to gain a foothold in the region for their own strategic purposes.
Therefore, the Tokyo-imposed message makes Japan nothing but a thief crying “Stop thief.”
The G7, which is wise enough to see through Japan’s cheap tricks, should refocus on issues that defines its role as a facilitator to world development. As the G7 members rightly pointed out, “global growth is their urgent priority.”
Letting the G7 agenda being hijacked only for the interests of a certain member risks setting the bloc off the track and negatively impacting its potential cooperation with other countries.
Given the group’s less representativeness, it is detrimental for the G7 to further deviate from its once economic-heavy priorities.
In order to play a constructive role in promoting global economic development, the G7 needs to keep itself on the right track.
China’s military rejected U.S. claims on China’s “unsafe” intercept of an American Navy reconnaissance aircraft over the South China Sea, and demanded the U.S. ends such action.
Yang Yujun, spokesman of the Ministry of National Defense, told a press conference that China’s aircraft acted professionally and in line with a China-U.S. encounter safety code agreed by both sides.
Yang said America’s frequent reconnaissance over Chinese waters is a real source of danger for China-U.S. military safety.
Yang said the agreement only provides a technical regulation, and the best solution was for the U.S. to stop such action.

करने की आरटीआई कार्यकर्ताओं की घोषणा के चलते आज गोमतीनगर स्थित आरटीआई
भवन को अतिरिक्त पुलिस बल लगाकर मानों छावनी में बदल दिया गया था l
आरटीआई भवन के क्या बाहर और क्या अन्दर सभी जगह नागरिकों से अधिक पुलिस

‘सविनय कार्य बहिष्कार’ आन्दोलन शुरू करने का अल्टीमेटम भी दिया था l

को भी फॉर्म देकर ‘सविनय कार्य बहिष्कार’ आन्दोलन में प्रतिभाग करने के
लिए प्रेरित किया है जिनमें से कुछ ने अपने फॉर्म भरकर उन्हें दे दिए हैं
जिन्हें एक साथ आयोग में जमा करा दिया जाएगा l
येश्वर्याज सेवा संस्थान की सचिव उर्वशी शर्मा ने बताया कि उन्होंने अपना
और दो अन्य लोगों के भरे फॉर्म सूचना आयोग में प्राप्त कराकर आज से सूचना

यौन-उत्पीडन मामलों की जांच के लिए उच्चतम न्यायालय के निर्देशानुसार
विशाखा समिति बनाने और आयोग की सभी कार्यवाहियों की शत-प्रतिशत वीडियो
रिकॉर्डिंग कराने,इन रिकॉर्डिंग्स को आईटी एक्ट में प्राविधानित समय तक
संरक्षित रखकर किसी भी पक्ष द्वारा मांगे जाने पर उपलब्ध कराने की
व्यवस्था नहीं की जाती है तो वे आरटीआई कार्यकर्ताओं के साथ 08 जुलाई या
15 जुलाई को जब भी उपराष्ट्रपति हामिद अंसारी आरटीआई भवन के उद्घाटन को
आयेंगे, तब उपराष्ट्रपति को काले झंडे दिखाएंगी और उसी दिन मुख्य सूचना
आयुक्त समेत सभी सूचना आयुक्तों को गुलाब का फूल भेंटकर उनसे कार्य करने
को मना करके सूचना आयोग में ‘सविनय कार्य रोको’ आन्दोलन की शुरुआत
करेंगी l
और यदि 07 जुलाई तक उत्तर प्रदेश राज्य सूचना आयोग में महिला
यौन-उत्पीडन मामलों की जांच के लिए उच्चतम न्यायालय के निर्देशानुसार
विशाखा समिति बनाने और आयोग की सभी कार्यवाहियों की शत-प्रतिशत वीडियो
रिकॉर्डिंग कराने,इन रिकॉर्डिंग्स को आईटी एक्ट में प्राविधानित समय तक

15 जुलाई को जब भी उपराष्ट्रपति हामिद अंसारी आरटीआई भवन के उद्घाटन को
आयेंगे, तब उपराष्ट्रपति को काले झंडे दिखाएंगी और उसी दिन मुख्य सूचना
आयुक्त समेत सभी सूचना आयुक्तों को गुलाब का फूल भेंटकर उनसे कार्य करने
को मना करके सूचना आयोग में ‘सविनय कार्य रोको’ आन्दोलन की शुरुआत
करेंगी l
