Delhi police issues release warrant of Anna after Parliament disrupted over his arrest.Arrested social activist is set to be released any time from now as Delhi police spokesperson Rajan Bhagat a short while back said that they have issued the release warrant of Anna Hazare who was arrested for defying prohibitory orders and sent to seven days judicial custody.Parliament was paralysed on Tuesday over the detention of Anna Hazare and his supporters, with the Opposition accusing the government of "murdering" democracy and likening the situation to Emergency.BJP, CPI and JD(U) and some others wanted suspension of Question Hour in both Lok Sabha and Rajya Sabha to discuss the issue in the backdrop of corruption and created pandemonium when the plea was rejected.Because of the uproar, which began as soon as the two Houses met for the day, no business was transacted in either House.Rajya Sabha was first adjourned till noon and then for the day.

In the Rajya Sabha, Leader of the Opposition Arun Jaitley alleged that government was indulging in "murder of democracy" while senior BJP leader Yashwant Sinha said in the Lok Sabha that "there is Emergency outside Parliament, there is Emergency inside Parliament."
When the Lok Sabha met for the day, Speaker Meira Kumar informed the House that suspension of Question Hour notices had been given by Leader of the Opposition Sushma Swaraj, CPI leader Gurudas Dasgupta and JD(U) member Sharad Yadav among others.They wanted an immediate debate on the detention of Hazare and on the larger issue of corruption.The Speaker disallowed the notices for adjournment motion given by Yogi Adityanath (BJP) and Shailendra Kumar (SP) on Hazare and some issues related to Uttar Pradesh.

She said there was no provision for suspension of Question Hour in Lok Sabha, but asked the members making this demand to "briefly touch upon the subject".
However, when Swaraj rose to speak, Parliamentary Affairs Minister P K Bansal intervened and said, "My submission is that the government is prepared for a discussion at 12 (noon). They make their point and then the House is disrupted..."
He insisted that if Swaraj is allowed to speak, the Home Minister should also be allowed to make a statement.Agitated members of BJP, JD(U), CPI-M, CPI, SP and BSP were on their feet objecting to Bansal's comments.

Congress members too were on the feet and demanded that the Question Hour be held.
Sanjay Nirupam (Cong) said his party was objecting to opposition parties supporting those going against democracy.The Speaker then adjourned the House till 11:30 am.When the House re-assembled, similar scenes were witnessed and the Chair adjourned it till noon.There was uproar again at noon, with BJP members chanting that the government was "murderer of democracy" and insisted that Swaraj be allowed to speak.Sinha said there was "undeclared emergency" and declared the House will not be allowed to function till Swaraj spoke.Swaraj was unhappy for being disallowed to speak even though Bansal had promised that she could do so at noon.


The Speaker, while disallowing it, said it was a matter related to the Question Hour.The BJP members rushed to the well creating pandemonium, prompting the Chair to adjourn the House for the day.Swaraj alleged that Bansal was defying the Speaker by not allowing her to speak.
"The undemocratic attitude adopted by the government outside the House is being adopted inside as well," she said.In the din, a short duration discussion on Sri Lanka could not take place even as the Speaker called DMK leader T R Baalu to initiate it.In the Rajya Sabha, when Chairman Hamid Ansari took up the first question, Jaitley rose to make a statement.Ruling Congress members prevented Jaitley from speaking.

"Let us hear the Leader of the Opposition," Ansari said as Congress members stood up demanding that the Question Hour be taken up first.At this, opposition members shouted back at the ruling benches, plunging the House into turmoil.Minister of State for Parliamentary Affairs Rajeev Shukla said the Home Minister will make a statement at noon.But this failed to pacify the opposition members and the din grew louder with ruling party members raising their pitch against Jaitley being allowed to speak."This is not right. Delhi Police rejects permission for Anna Hazare's fast at JP Park in New Delhi, says undertaking given by Hazare team incomplete. Delhi Police has rejected permission for Anna Hazare's indefinite fast in New Delhi as his team refused to give an undertaking that the Gandhian would end it by Thursday and restrict the number of protestors to 5,000.Hazare team said the Gandhian and his supporters would court arrest on Tuesday at Jai Prakash Narain Park near Ferozeshah Kotla stadium after paying tributes to Mahatma Gandhi at Rajghat.

The police move to reject the application came soon after the Hazare team submitted an undertaking leaving six out of the 22 conditions laid out by Delhi Police for granting permission for the fast at the park.Delhi Police sources said they have rejected permission for Hazare as the organisers failed to give a "full and proper" undertaking on 22 conditions laid out by it.Hazare team said they have given an undertaking accepting 16 conditions.

The conditions that were not accepted by the Hazare team were capping the day of protest to three and the number of protestors to below 5,000, government doctors to check on Hazare, ban on use of loudspeakers after 9 pm, limiting the number of vehicles to 50 cars and 50 motorcycles in parking and that no tent be erected.

A senior police official said they had been "very accommodating" and had gone out of the way to help them. He said they would be forced to take action against Hazare team if they forcibly enter the park on Tuesday.Delhi government tonight has decided to use of Chhatrasal Stadium in Model Town in North Delhi for keeping the supporters of Anna Hazare in the event of their arrest during his protest here tomorrow."We have decided that people of Anna Hazare team and his followers will be kept in the Chhatrasal stadium in case they are arrested," Delhi Home Secretary Arvind Ray told PTI.Stadium belongs to the Delhi government.

PM calls for confronting corruption on all fronts

The nation is celebrating 65th Independence Day today with the Prime Minister giving a clarion call for confronting corruption on all fronts. Addressing the nation from the ramparts of the Red Fort after unfurling the tricolour this morning, Dr. Manmohan Singh reaffirmed government's commitment for a strong Lokpal to prevent corruption in high places. But, he made it clear that resorting to hunger strikes and fast unto death will not help. Top priority to deal with inflation, a transparent law on Land Acquisition, strict vigilance against terrorism and extremism and an education commission are the other highlights of the Prime Minister's speech.
Dealing at length on corruption, Dr. Singh said, no single big step will be able to deal with the menace.
There is need for improving justice delivery system to tackle the menace and a Judicial Accountability Bill has been introduced in Parliament for this. A Public Procurement Legislation is also on the anvil to check corruption in government purchases.
Sharing the concern over the issue, the Prime Minister said while considering the matter an atmosphere should not be created to bring the country's progress into question. Calling for understanding and restraint, Dr. Singh said that the security and integrity of the country will get affected otherwise. One should rise against personal and political interests and build consensus on issues of national importance. Dr. Singh referred to the differences of opinion on the Lokpal Bill and said that those who do not agree with the Bill can put forward their views to Parliament, political parties and the media. But he said only Parliament can decide what type of Lokpal legislation should be enacted. He felt it inappropriate to bring judiciary under the ambit of Lokpal as it would erode its independence.

He, however, said there is a need for a framework in which the judiciary becomes more accountable. And with this aim a Judicial Accountability Bill has been introduced in the Parliament. He said there is a need to improve justice delivery system to punish the corrupt quickly. Saying there is no magic wand to eradicate corruption, he wanted all political parties to stand shoulder to shoulder to fight the menace. The Prime Minister exuded confidence that the fight against corruption will be won only when every citizens cooperate in the battle.
Referring to high inflation, the Prime Minister said the steep hike of the price of petroleum products; food-grains and edible oil in the international markets give rise to inflationary pressure in the country. Though inflation was controlled many times, it has not proved lasting. Dr. Singh assured the nation that the government gives top most priority to arrest rising prices and will continue to monitor the situation to come up with new steps to tackle the problem.
On tension witnessed in some parts of the country over land acquisition for industry, infrastructure and urbanisation, Dr. Singh said though the acquisition is necessary for projects of public interest it should take place in a transparent and fair manner. The interest of those whose livelihood is dependent on the land should be protected.
It should be ensured that no injustice is done to anyone in the process. He said the government wants to replace the 117 year old Land Acquisition law by a new legislation and the draft bill is already prepared and soon it could be introduced in the Parliament.

Calling for second green revolution in agriculture, the Prime Minister said food-grain production went up because of the hard work of the farmers and there is need to implement a Food Security law to step up the output. He assured the farmers that the government will continue to take care of their special needs including easy access to fertilizers, seeds and credit.
Turning to terrorism, Dr. Singh called for fighting the menace jointly by the Central and State governments and common man. He said last month's terrorist attacks in Mumbai have warned that there cannot be any slip in the vigilance. He said the intelligence and security agencies are being steadily strengthened and the process will continue in future. Dr. Manmohan Singh gave an assurance that all possible steps will be taken to overcome the challenge of Naxalism and to eradicate the root cause of the menace.

He said a new scheme for the accelerated development of 60 backward and tribal dominated districts have been started with an outlay of 3300 crore rupees.
Recalling the seven years of his government's performance in sustaining the progress of the nation, the Prime Minister said a lot has been done but more needs to be achieved. People have high aspirations and the young men and women are striving for path breaking achievements. Their energy and enthusiasm should be channelised into nation building activities. The industry should have the opportunity to come up with the new units for productive employment. He warned against climate changes and promised to come up with a monitoring authority to streamline environment clearances to the industry.
The Prime Minister said that the government will focus on health and education, a slum free environment and removal of malnutrition. Dr. Singh said the government has decided to appoint a commission to make recommendations for improvement at all levels of education.
Concluding his speech, he said one must have faith in the democracy, institutions and social ideals and values and above all in oneself. He called upon the people to resolve to build a bright future for the nation.
Earlier, the Prime Minister paid homage at Rajghat, the Samadhi of Mahatma Gandhi. Elaborated security arrangement was made in the capital with armed security personnel manning Delhi streets to prevent any untoward incidents.
