Analysis of Financial and Other Background details of Candidates Contesting in the Second Phase of the Gujarat Assembly Elections 2012


  ·         Gujarat Election Watch (GEW) has analyzed affidavits of 401 candidates out of 820 candidates who are contesting in the second phase of the Gujarat 2012 Assembly Elections.
·         A total of 150 candidates out of 401 analyzed i.e. 37% are crorepatis. In 2007, there were 21% crorepati candidates.
           ·         The top three candidates who have declared the highest assets are Balvantsinh Chadansinh Rajput of INC from Sidhpur constituency who has declared the higest assets worth Rs. 268 crores, followed by Siddharth Chimanbhai Patel, of INC from Dabhoi constituency with Rs. 71 crores worth of assets and D.D.Patel of BJP from Mansa constituency with assets worth Rs. 69 crores.
 ·         A total of 19 candidates out of 401 analyzed have declared assets less than Rs. 1 Lakh.
       ·         The three candidates with lowest assets are Balwantbhai Gopalbhai Solanki of SP from Kalol constituency who has declared that he has no assets, followed by Ashvinnbhai Sajabhai Muli of GPP from Danta (ST) constituency with assets worth Rs. 500 only and Narshibhai Natubhai Vankar (BSP) from Sojitra constituency with assets worth Rs. 3,745.
        ·         Punabhai Jesingbhai Baria from Limkheda(ST) constituency is the INC candidate with lowest assets, worth Rs 10.44 Lakhs. Rameshbhai Bhurabhai Katara from Fatepura (ST) constituency is the BJP candidate who has declared the lowest assets worth Rs 6 Lakhs.
        ·         A total of 33 candidates out of 401 analyzed have declared liabilities of Rs. 50 lakhs or above.
    ·         Balvantsinh Chandansinh Rajput, an INC candidate from Sidhpur has declared the highest liabilities worth Rs. 52.33 Crores followed by Manibhai J. Vaghela of INC from Vadgam constituency with liabilities of Rs. 13.98 Crores and Patel Dineshbhai Balubhai a BJP candidate from Padra constituency with liabilities of Rs. 11.53 Crores.
        ·         Among major parties, the average asset per candidate for INC is Rs 7.95 Crores, for BJP is 6.40 Crores, for GPP is 1.19 Crores, for BSP is 14.65 Lakhs, for JD(U) is 13.66 Lakhs, for SP is 24.94 Lakhs, and for NCP is Rs 1.33 Crores.
  ·         86 out of 401 (21%) candidates analyzed in the second phase of the Gujarat 2012 Assembly Elections have not declared their PAN details.
 ·         3 Crorepati Candidates have not declared their PAN details. 
 ·         38 out of 73 candidates of BSP have not declared their PAN, 15 out of 73 candidates of GPP have not declared their PAN, 10 out of 30 of JD(U), 2 out of 6 of NCP and 11 out of 37 of SP have not declared PAN details.


Analysis of Income Tax Return details from affidavits of Candidates Contesting in 2nd phase of Gujarat Assembly Elections 2012

 


1.       BALWANTSINH CHANDANSINH RAJPUT of INC from Sidhpur constituency has declared the highest income of Rs. 2.40 Crores for the year Financial Year 2011-12 in his last Income Tax return. He is followed by Saurabh Yashvantbhai Patel (BJP) from Akota constituency and has declared an income of Rs. 1.40 Crores for the Financial Year 2011-12 in his last ITR and  Dr. Patel Jayeshbhai Khemabhai (Parul Collage Wala)of INC from Vagodia constituency who has declared an income of Rs. 88.05 Lakhs for the Financial Year 2011-12 as per his last filed Income Tax Returns.

2.       A total of 181 candidates (45%) out of the 401 candidates analyzed by the Gujarat Election Watch have declared that they have never filed income tax returns.

3.       Of the 181 candidates analyzed who have declared that they have never filed income tax returns, BJP has 18 (20%) out of 92 candidates, INC has 19 (22%) out of 88 candidates, GPP has 32 (44%) out of 73 candidates, BSP has 62 (85%) out of 73 candidates, and JD(U) has 21(70%) out of 30 candidates who have not filed their IT Returns ever.

4.       High Assets but no IT Return: Top 3 candidates with maximum assets but who have declared that they have never filed IT returns are Dilipkumar Virajibhai Thakor of BJP contesting from Chanasama constituency with total assets of Rs. 4.73 crores. He is followed by Kantibhai M Sodhaparmar of INC from Anand with assets of Rs. 4.41 crores and Mangalbhai Shankarjbhai Gohil of GPP from Vaghodia  with assets worth Rs. 3.73 crores respectively.

Asset Comparison of Re-contesting Candidates and MLAs Contesting in Phase II Gujarat Assembly Elections 2012

Summary of asset comparison of re-contesting candidates

·         82 re-contesting (candidates who fought elections in 2007 and now in 2012 are again in the fray) candidates have been analyzed for the second phase of the Gujarat Assembly Elections 2012
·         The average assets of candidates fielded by various parties in 2007 was Rs 2,35,60,076 (2.35 crore)
·         The average assets of the re-contesting candidates now in 2012 is Rs 9,31,59,749 (9.31 crore)
·         The average asset growth for these re-contesting candidates is Rs 6,95,99,673  (6.95 crore)
·         Average percentage growth in assets for these re-contesting candidates is 295%
·         Balvantsinh Chandansinh Rajput of INC from Sidhpur constituency has declared maximum increase in assets with an increase of Rs 233.73 crore i.e from Rs. 34.66 crores in 2007 to Rs. 268.40 crores in 2012. Assets of Patel Dineshbhai Balubhai (of BJP from Padra) have increased by Rs 34.89 crore, from Rs 4.51 crore in 2007 to Rs 39.41 crore in 2012. Assets of Aacharya Dr.Nimaben Bhavesbhai(of BJP from Bhuj) have risen by Rs 32.30 crore, from Rs 2.34 crore in 2007 to Rs 34.64 crore in 2012.
·          The highest percentage increase (4281%) in assets has been declared by Panada Vajesingbhai Parsingbhai an INC candidate from Dahod constituency. Panada Vaiesigbhai Parsingbhai’s  assets increased from Rs. 4.40 lakhs in 2007 to Rs 1.92 crore in 2012. Parmar Shailesh Manharbhai of INC from Danilimda (ST) constituency has declared an increase in assets of 2944%, his assets have risen from Rs. 96.15 lakh in 2007 to Rs 29.26 crore in 2012. Baldevjibhai C. Thakore of INC from Kalol constituency falls at third position with 2579% increase in assets; his assets have grown from Rs 63.91 Lakhs in 2007 to Rs 17.12 crore in 2012.

·         2 candidates have reported decrease in assets in 2012 as compared to value of assets in 2007. They are Pravinsinh Prabhatsinh Chauhan (13% reduction in assets, from Rs 83.54 lakhs in 2007 election to Rs 72.79 Lakhs in 2012) of BJP from Godhra, Dalal Patel Saurabh Yashyantbhai (13% decline in assets, Rs 65.29 crore in 2007 to Rs 56.60 crore in 2012 ) of BJP from Akota.


Summary of asset comparison of re-contesting MLAs

·         61 sitting MLAs who are again contesting elections (whom we call re-contesting MLAs) have been analyzed for second phase of the Gujarat Assembly Elections 2012
·         The average assets of these re-contesting MLAs in 2007 was Rs 2,20,60,291 (2.20 crore)  
·         The average assets of these MLAs who are contesting elections again now in 2012 is Rs 6,73,51,537   (6.73 crore)
·         The average growth in assets for these re-contesting MLAs is Rs 4,52,91,245   (Rs 4.52crore)
·         Average percentage growth in assets for these re-contesting MLAs is 205%
·          Patel Dineshbhai Balubhai a BJP MLA from Padra constituency has declared the highest increase in assets of Rs 34.89 crore, his assets have grown from Rs. 4.51 crore in 2007 to Rs 39.41 crore in 2012. Assets of Aacharya Dr.Nimaben Bhavesbhai (a BJP MLA from Bhuj) have increased by Rs 32.30 crore, from Rs 2.34 crore in 2007 to Rs 34.64 crore in 2012. Assets of Parmar Shailesh Manharbhai (of INC from Danilimda) have risen by Rs 28.30 crore, from Rs 96.15 lakhs in 2007 to Rs 29.26 crore in 2012.
·         Panada Vajesingbhai Parsingbhai an INC MLA from Dahod(ST) has declared the highest percentage increase in assets of 4281%, from Rs 4.40 lakh in 2007 to Rs 1.92 crore in 2012. Parmar Shailesh Manharbhai an INC MLA from Danilimda has shown a percentage increase in assets of 2944%, from Rs 96.15 lakh in 2007 to Rs 29.26 crore in 2012. Maheshwari Ramesh Vachchhraj a BJP MLA from Gandhidham (SC) has shown his assets go up by 1467%, from Rs 17.73 lakhs in 2007 to Rs 2.77 crores in 2012.
·         1 MLAs has reported a decrease in assets in 2012 as compared to their correponding value of assets in 2007. He is Dalal Patel Saurabh Yashyantbhai(13% reduction in assets, from Rs 65.29 crores in 2007 elections to Rs 56.60 crores in 2012) of BJP from Akota constituency.
