Mayawati:Special Session of Lok Sabha of the Parliament regarding Reservation in Promotions to SCs & STs

Sub :   Request for calling a Special Session of Lok Sabha of the Parliament before the ensuing budget Session for passing the Constitution (One Hundred Seventeenth Amendment) Bill, 2012 regarding Reservation in Promotions to SCs & STs in posts and services under the States and for calling special session of Parliament for bringing an amendment in  the Law of crime so as to provide stringent punishment to rapists.

Sir,

I am to draw your kind attention towards Constitution (One Hundred Seventeenth Amendment) Bill, 2012 regarding Reservation in Promotions to SCs & STs in posts and services under the States which is pending in the Lok Sabha. This bill was whole heartedly supported by a majority of the Members of Rajya Sabha in the recently concluded winter session by casting their precious votes in favour of this Bill. However, when this was introduced in the Lok Sabha on 19th December, 2012 the members of the Samajvadi Party created deliberate interruptions and they continued to interrupt the House till the end of the Session on 20.12.2012. The Bill could have been passed in the same session if the Government had requested and persuaded the Chair to exercise power of suspension of such members who were disturbing the House or/and use of Martial for throwing them out and also by extending the session for two-three days which was unfortunately not done and therefore it is now necessary to call a Special Session  of  Lok Sabha for passing this bill.  
You are also aware about the most heinous, cruel and dastardly incident which recently happened in the capital of our country, wherein an innocent girl student was gang raped and thereafter brutally injured. She is presently fighting for her life in the hospital. Similar incidents are recently happening every day through out the country and more specially in Delhi, Haryana & Uttar Pradesh. In Uttar Pradesh shockingly about more than 1500 rapes have been reported in last nine months during the Government of Samajwadi Party.

These incidents have caused big shock, pain and anguish in our minds. The public across the country is highly agitated and rightly so on account of such incidents. This issue was also raised before both the houses of Parliament in the winter session and all party members while condemning the incident had unanimously pressed for providing stringent punishment in law which should be given to such culprits by amending the existing provision of punishment for such offences.

My party again reiterates and requests that for providing safety and security of the women and bringing deterrent fear in the minds of such persons who dare to think of committing such dastardly acts, it is high time to immediately bring the desired amendments in the concerned Law of the crime against women by making provisions for giving most rigorous punishment to such culprits so that this type of incidents are prevented and not committed. Keeping in view the seriousness of the above issue which concerns all sections of the society, I request that a special session of the parliament be immediately called for passing such law.

            You are, therefore, requested to kindly call for a Special Session of Lok Sabha of the Parliament before the ensuing budget Session for passing the Constitution (One Hundred Seventeenth Amendment) Bill, 2012 regarding Reservation in Promotions to SCs & STs in posts and services under the States and a Special Session of Parliament for bringing Amendments on the Law of the crime for offences committed against women specially rape by making provisions for most rigorous punishment to such culprits who dare to commit such acts.
