28.06.2010 11:25:01 Economic Co-operation Framework Agreement (ECFA) will comprise the most significant cross-strait agreement between China and Taiwan due to be signed on June 29th in Chongqing.The site of the Kuomintang’s headquarters during the Chinese civil war—will lower tariffs immediately on more than 800 goods and services and otherwise set out ways in which the two sides will regulate and liberalize trade over the next several years.

win the presidency in 2012 then cross-strait tensions, currently at their lowest ebb in over half a century, are sure to surge again. DPP said 100,000 demonstrators took part in Saturday’s demonstration, police put their numbers mere modest 32,000, adding that the protesters’ ranks diluted out considerably after Taipei’s humid, leaden skies broke out with a thunderstorm. Thousands standing in torrential rain and wearing a farmer’s straw hat, the DPP’s chairwoman, Tsai Ing-wen, told a cheering crowd, the pact would benefit big conglomerates by victimizing small businesses, enlarging the gap between rich and poor. “Our relatives, friends, even the next generation will be its victims.” Ms Tsai assured the crowd on Saturday that if the government continues to quash referendums the KMT will be taught a lesson at the polls.
Beijing the thinking is that by offering economic sweeteners to the renegade island, China can engender goodwill among the Taiwanese. China to lower tariffs for 539 categories worth US$13.8 billion in trade to the Taiwanese industries which are hardest-hit from the ASEAN-China agreement, including textiles and petrochemicals. China to open up 11 service categories, including its banking sector. Taiwanese banks in China will be permitted to do business in renminbi a year sooner than other foreign banks are allowed; this is, essentially, the same treatment China gives Hong Kong's banks. In a bid to please politically-sensitive Taiwanese farmers, the deal includes 18 categories from the farming and fishing sectors, even though China has promised it will not push Taiwan for freer trade of its own agricultural goods.
Democratic Progress Party (DPP) said Monday that it respects the decision of the Taiwan Solidarity Union (TSU) to file a new application Wednesday calling for a referendum on a landmark cross-Taiwan Strait trade pact, which is scheduled to be signed Tuesday.
The chairman of the Straits Exchange Foundation, Chiang Ping-kun, said the pact known as the Economic Cooperation Framework Agreement ECFA was the most comprehensive deal ever to be forged by the two sides. Mr Chiang was speaking before leaving for Chongqing, where the agreement will be signed tomorrow. The pact will lead to preferential tariffs for more than 500 Taiwanese product categories stretching from petrochemicals to textiles. It will apply to about half as many mainland items.

The agreement was signed in Toronto by the Prime Minister Dr Manmohan Singh with his Canadian counterpart Stephen Harper.
Addressing a joint press conference after the signing of the agreement with the Canadian Prime Minister Stephen Harper, Dr Manmohan Singh said the nuclear material that Canada will supply under the agreement, will be fully safeguarded under the terms of the agreement with the International Atomic Energy Agency.
The Canadian Prime Minister said India is very forthcoming with safeguards and he
has absolute confidence on those matters.India and Canada also signed three MoUs in the areas of Earth Science and Mining, Culture and Higher Education.
G20 Summit that concluded in Toronto committed to taking concerted actions to sustain the global economic recovery process, creates jobs and to achieve stronger, more sustainable and more balanced growth. The Summit declaration issued at the end of the Summit said that the actions will be differentiated and tailored to national circumstances. The Summit has also eventually agreed to take different paths for cutting budget deficits and making there banking systems safer under the existing circumstances of an uneven and fragile economic recovery in many countries.
Prime Minister Manmohan Singh told the G-20 Summit in Toronto that the global recovery "is still very fragile" and therefore there was need to give primacy to consolidating the recovery while taking measured steps to deal with the sovereign debt problems.The economist-Prime Minister also called for firmly resisting threats of new protectionist measures in industrialised countries and existing barriers to trade, especially those affecting developing countries.
There is no unanimity on when and how to withdraw the stimulus for global recovery that was agreed in London last year at the Summit, the fourth of its kind in two years starting from Washington at the height of the financial crisis in 2008, with the theme "Recovery: New Beginnings".
Countries like Britain, France and Germany want a quick end to the stimulus so that government deficit does not shoot through the roof but nations like India and the US are favouring a calibrated exit.

G20 Summit that concluded in Toronto committed to taking concerted actions to sustain the global economic recovery process, creates jobs and to achieve stronger, more sustainable and more balanced growth. The Summit declaration issued at the end of the Summit said that the actions will be differentiated and tailored to national circumstances. The Summit has also eventually agreed to take different paths for cutting budget deficits and making there banking systems safer under the existing circumstances of an uneven and fragile economic recovery in many countries.
Prime Minister Manmohan Singh told the G-20 Summit in Toronto that the global recovery "is still very fragile" and therefore there was need to give primacy to consolidating the recovery while taking measured steps to deal with the sovereign debt problems.The economist-Prime Minister also called for firmly resisting threats of new protectionist measures in industrialised countries and existing barriers to trade, especially those affecting developing countries.
There is no unanimity on when and how to withdraw the stimulus for global recovery that was agreed in London last year at the Summit, the fourth of its kind in two years starting from Washington at the height of the financial crisis in 2008, with the theme "Recovery: New Beginnings".
Countries like Britain, France and Germany want a quick end to the stimulus so that government deficit does not shoot through the roof but nations like India and the US are favouring a calibrated exit.

Julia Gillard ascend Rudd descend
Nksagar -24 June 2010- Julia Gillard now set to become Australia's first female prime minister after Kevin Rudd's support within the party dilutes .JULIA Gillard this morning is well tipped become Australia's first woman prime minister after she offered her stake against Kevin Rudd last night with go for a vote on the leadership.
Meeting of Labor MPs at 9am today to decide Mr Rudd's fate, after a day of melodrama in which key unions and factional bosses suddenly withdrew their support and fell in behind Ms Gillard.Announcing the leadership spill late last night,a defiant Mr Rudd told a media conference in Canberra: ''I was elected by the people of Australia as Prime Minister of Australia. I was elected to do that job. I intend to continue doing that job.'' Julia Gillard challenges Kevin Rudd for the Labor leadership.
His chances of survival feeble, with a swathe of influential backbenchers and ministers including Treasurer Wayne Swan,Trade Minister Simon Crean tipped to back Ms Gillard,this morning, Environment Protection Minister Peter Garrett threw his support behind Gillard, although not able to vote because,currently in Agadir, Morocco for the International Whaling Commission's annual meeting.The party's right faction was pushing for Mr Swan to take over as deputy prime minister if Ms Gillard wins the ballot. The appointment would in part be a sop for Queensland, Mr Rudd's home state, where Labor on present polling is facing severe losses.Victorian backbenchers Darren Cheeseman and Mike Symon were also expected to support Ms Gillard. She had the numbers comfortably, perhaps by about 70 to 40.At his news conference, Mr Rudd conceded that he had lost the support of factions, but insisted the Australian people, not the factional leaders, had made him Prime Minister.
He promised that if he survived, the government would ''not be lurching to the right on asylum seekers, as some … have counselled us to do''.''Also, on the question of climate change we'll be moving to a timetable on emissions trading which is of the government's decision - contrary to the view of some on when that best occurs.''Ms Gillard confirmed she would be a candidate but had no other comment.
With an intense overnight lobbying, Rudd camp deeply pessimistic despite holding the support of several key figures. Finance Minister Lindsay Tanner and Infrastructure Minister Anthony Albanese were both backing Mr Rudd.Small Business Minister Craig Emerson was also sticking with Mr Rudd, saying, ''I'm voting for Kevin because I don't believe it's in the interests of the Labor Party to bring down a first term Labor Prime Minister''.
The crisis came into light last night at a meeting in the Prime Minister's office attended by Mr Rudd, Ms Gillard, Mr Albanese, Mr Tanner, Mr Swan and Defence Minister John Faulkner.Ms Gillard has previously repeatedly declared she would not run for the leader's position but the push for her to take charge initiated by senators -union leaders of the Victorian, New South Wales and South Australian right and the Victorian left faction.Victorian Parliamentary Secretary Bill Shorten, Victorian Senator David Feeney, Melbourne Ports member Michael Danby and South Australian Senator Don Farrell from the right were involved, as was Industry Minister Kim Carr from the left, Mr Shorten was at a Canberra restaurant working two phones and striking names from a list.NSW powerbroker Senator Mark Arbib and Senator Feeney went to Ms Gillard asking her to stand.

I am urging solidarity behind the leadership.''Communications Minister Stephen Conroy, a senior Victorian right figure, said: ''I'm not involved.''
Mr Rudd was asked yesterday morning about the report that Mr Jordan had been canvassing Labor MPs about support for him in the role.He said that Mr Jordan's job was ''to be in constant contact with members of the parliamentary party and with ministers.These are the sorts of conversations which happen every day and have done so ever since I got this job - and frankly, in a slightly different way when I became the leader of the opposition. It's just situation normal,'' Mr Rudd said.
With Labor MPs thinking that leadership pressure on Mr Rudd ended or diluted after Tuesday's quiet coterie meet. Coterie members had raised various issues but had not questioned his leadership.Parliament proceeds meet ends today before its long winter recess will not meet again before the election. Mr Rudd is to leave tomorrow for the G20 meeting in Toronto.There is an ALP national executive meeting in Canberra tomorrow. Key members of the executive start arriving in the capital today.Labor nationally ahead in two-party terms, had the government in deep trouble in marginal seats in Queensland and Sydney's western suburbs.There have been constant criticisms of Mr Rudd's leadership style, and his failure to sell the government's policies to the electorate.

Israel allows goods into Gaza

Israel National Security Cabinet on Thursday concluded its discussions on the Gaza blockade and decided to ease a number of restrictions imposed on the Strip.
Israel will "expand the inflow of controlled materials for civilian projects and maintain the existing security measures in order to prevent the entry of weapons." said Nir Hefetz, head of the National Information Directorate. "the cabinet will meet in the near future to decide on steps to implement this policy. Israel expects the international community to work for the immediate
release of Gilad Shalit."
Israeli security cabinet on Thursday has approved a plan to ease the blockade on the Hamas-run Gaza Strip, a statement from the office of Israeli Prime Minister Benjamin Netanyahu system under which humanitarian goods are transferred into the Gaza Strip, changes, came after two days of discussion , to be continue for further discussed in the coming days.

Mr Mukherjee had on Saturday said that the government will still try to seek the extradition of AndersonWe are trying to extradite Anderson he had said. But legal experts are of the view that it will not be easy to extradite Anderson because of “lapse of time Soli Sorabjee, it is futile to make a request. “I had asked the ministry to obtain opinion of a reputable US legal firm that dealt with the matter.US attorney gave some reasons, one of them being lapse of time. They sought evidence complying the US extradition law. They didn’t think the requisite evidence was available for extraditing Anderson. It would be futile to make a request now Mr Sorabjee had said.
Moily said there was need for a law to fix responsibility on persons responsible for disasters such as the Bhopal gas tragedy.He said the CBI which investigated the worst ever industrial tragedy that claimed thousands of lives booked cases under IPC section 302, but the supreme court converted it into 304 A (culpable homicide which provides for lesser punishment). "Unfortunately the judiciary did it," he said.
Moily said the Government was working on codifying laws to ensure that disasters were treated as disasters only.He also said the Government was working on a set of guidelines that would facilitate fast tracking of cases related to major disasters in the light of the Bhopal case."Our courts are very conservative. An estimated of about 9,000 people perceived strong shaking, which could result in light to moderate damage and around 37,000 people may had moderate shaking, thus could result in light damage.
With quake of such high intensity the Pacific Tsunami Warning Center immediately issued a tsunami watch for India, Indonesia, Sri Lanka, Myanmar, Thailand and Malaysia. Later after an hour
all watches – except for India – were canceled. “There is the possibility of a local tsunami that could affect coasts located usually no more than a hundred kilometers from the earthquake epicenter,” the center said.
A strong earthquake which rattled the Indian Ocean on Sunday morning, seismologists told, thus essentially prompting a tsunami watch for India.Still the magnitude of damage of property or loss of life is unknown if there is any damage as of yet. With more shocks of similar magnitude for the next 48 hours is imminent.

Vice-President Hamid Ansari on Sunday left for a two-nation tour to Czech Republic and Croatia during which several bilateral agreements on economic cooperation, social security and health care will be signed.First leg of the tour in Czech Republic, Ansari will meet President Vaclav Klaus, President of Senate Premysl Sobotka and sign three agreements on cooperation in economic and social issues.
"Under
the Social Security Agreement with Czech Republic, citizens working in either country for less than five years would be exempted from social security contributions," Secretary (West) in the Ministry of External Affairs Vivek Katju told reporters.Besides, the contributions of those who return after five years will also be protected through the proposed pact.Currently bilateral trade between India and Czech Republic stands at USD one billion every year.
Vice President has reached the Czech capital for the six-day tour the Czech Republic and Croatia.Head of the Protocol Unit of Czech Senate Mrs. Eva Hellova and Vice President of the Senate Mr. Jiri Leska welcomed him at the airport. Union Minister of State for Communications Mr. Sachin Pilot and four Members of Parliament are also accompanying the Vice President on this tour.
During the first leg of the visit, Mr. Ansari would meet the Czech President Mr. Vaclav Klaus, Prime Minister Mr. Jan Fishcer and Chairman of the Senate Dr . Premysl Sobotka among other prominent leaders. The three agreements which are expected to be signed during the visit would include agreement relating to economic co-operation, social security and a protocol on amending the bilateral investment promotion and protection agreement with the Czech Republic .
The Vice President would also deliver a lecture organised by the Prague Security Studies Institute on Challenges of Global Governance in the 21st Century.
India Parliamentary delegation to Hungary and Luxembourg includes MPs Naresh Gujral, Ganesh Singh, Mohammad Shafi, Davidson J Helen, Pannalal Punia, N Gowda Cheluvaraya Swamy, Lok Sabha Secretary General P D T Achary and other senior parliament officials.During their 7th-10th June stay in Hungary, the delegation will meet Hungarian President Laszlo Solyom, Prime Minister Viktor Orban and speaker of the Hungarian National Assembly Pal Schmitt.

2010-06-05 14:59:43 - Republic of Korea is honored to chair the Group of Twenty in 2010.G-20 Finance Ministers' and Central Bank Governors' Meeting, June 3-5 in Busan in South Korea, the ministers and central bankers from the world's leading economies said excessive budget deficits should be tackled immediately.
With debt crisis hitting the recovery process in some parts of Europe, the G-20 finance ministers resolved to put government finances in better shape. The joint communique, issued at the end of the two-day meet at Busan in South Korea today warned that high debts could derail the growth process. It called for contribution from financial sector players to the
measures taken by governments to prop up sagging economies. The grouping of 20 developed and developing countries highlighted the need to rein in high fiscal deficits of governments as they are making financial markets volatile.
This FM's meeting sets the agenda for a summit of G20 leaders in Toronto on 26-27 June. A global bank tax argued by the US and Europe, but opposed by India and other developing nations, as well as Canada and Australia. Agreed on transparency, regulation and supervision for hedge funds, credit rating agencies, compensation practices and over-the-counter derivatives.
It is cautioned that the measures to control fiscal deficits and prop up growth should be customized. It further said the countries with high fiscal deficit should speed up the process of reining the gap between government expenditure and receipts. Indian finance minister Pranab Mukherjee said at the meeting that the countries with high fiscal deficits should start announcing exit from stimulus measures now, while others can stagger it for a while. As the financial meltdown was the key cause of global economic crisis, the communique called for further strengthening of banks' balance sheets and better corporate governance of financial firms. However, with India, Australia and Canada opposed to the idea of global bank tax, the issue was not directly referred to in the communique. The communique also supported New Delhi's stand on prudential regulation on financial markets on improving transparency regulation and supervision of hedge funds, credit rating agencies.

2010-06-04 09:33:23 - Nksagar: New Delh i- June 04,2010 - Former finance minister Naoto Kan the Japan's parliament elected its new leader Friday to head the government. after he won an overwhelming victory in the ruling Democratic Party of Japan’s presidential election.
Emperor Akihito is to appoint Kan Japan’s 94th premier later Friday.
Kan came into politics from the civil liberties movement and made a name for him in 1996 when, as health minister, he led a campaign to bring a scandal over HIV-tainted blood products to light.
Kan served as finance minister and deputy prime minister in outgoing Prime Minister Yukio Hatoyama’s cabinet.Naoto
Kan Kan vowed to revitalize Japan's economy, slipping in the red since fiscal crisis and the investment bubble collapsed in the early 1990s.
"For the past 20 years, the Japanese economy has been at a standstill," said Kan. "Growth has stopped. Young people can't find jobs. This is not a natural phenomenon. It resulted from policy mistakes."I believe we can achieve a strong economy, strong finances and strong social welfare all at the same time," he said, pledging to reduce Japan's huge public debt which is nearing 200 per cent of gross domestic product.
On foreign policy, Kan pointed at the threat posed by communist North Korea, the isolated and nuclear-armed regime that has been blamed for the deadly sinking of a South Korean warship in March."Japan has a lot of problems, including the North Korean issue," said Kan, stressing that US-Japanese ties remain the "cornerstone" of foreign policy.
He also said he would maintain Japan's goal to cut greenhouse gas emissions by 25 per cent by 2020 from 1990 levels, one of the most ambitious targets of any country, and to seek an EU-style Asian community in future.
Kan widely expected to succeed Yukio Hatoyama on Friday, first as president of the ruling centre-left Democratic Party of Japan and then, after a parliamentary vote, as Prime Minister.Tokyo stocks rose more than three per cent today, driven in part by news Kan was likely to take over as premier, brokers said.
